Mr. Deputy Speaker, Sir, on 9th July, 2008, on the issue of the project from the national grid for the northern part of Kenya, the Minister said that the project is in progress. But, 27 months up to now, the national grid has not reached Mandera. When will the national grid reach this particular area?

According to part âbâ of his answer, he has informed the House that out of 22 culprits, only one case was concluded and the culprit was imprisoned for 12 months. What steps is he taking against the other 21 culprits, so that they could also face the same punishment with the culprit who was imprisoned?
