Ahsante sana Bi. Naibu Spika wa Muda kwa kunipatia nafasi ili nichangia hotuba ya mheshimiwa Rais kwa taifa letu la Kenya. Kwenye mambo ambayo ningependelea kuchangia ambayo Wakenya wataweza kujivunia kwa kazi aliyoifanya mheshimiwa Rais, ninafikiri ni machache kuliko mengi ambayo tunaweza kujivunia. Mojawapo ya yale mambo tunaweza kujivunia ni masuala ya Katiba mpya. Tunashukuru kwamba ni wakati wa mheshimiwa Rais Mwai Kibaki ambapo tumepata Katiba mpya. Mr. Speaker, Sir, the late Samir Khan had complained to his lawyer, Lawyer Abdi Nassir, that the police officers were going to kill him and in ten days, the death of Samir Khan happened. When I stood for a Ministerial Statement on 18th April, last week, I asked the name of the Kenyan who first saw the body of the late Samir Khan. This was the report by the PPO, Coast. asked the Minister of State for Provincial Administration and Internal Security:- (a) how many police officers were to be recruited in each County in the recently concluded recruitment exercise; and, (b) whether he could provide a list of names and respective districts of origin of all the persons who went through the exercise in Lamu and Mombasa counties.

Yes, I rise on the same matter, Mr. Deputy Speaker, Sir. The late Samir Khan is one of the religious leaders at the coast. The information that was given by the office of the Provincial Police Officer is that there was a Kenyan who saw the body and he informed one of the traffic police officers. I would like the Assistant Minister to inform us, in his Ministerial Statement, the name of the Kenyan who saw the body first and the first traffic police officer who was informed, so that the family of the deceased person and the rest of ...

Thank you, Mr. Temporary Deputy Speaker, Sir. I wish to support this Bill, and take this opportunity to thank hon. Amina. This Bill will assist both NACADA and even the anti-narcotic force. They have been doing quite a good job, but I think this Bill will assist them more in what they are doing on the issue of drugs.

Mr. Temporary Deputy Speaker, Sir, to give our opinion, at the Coast, we have been suffering a lot from the issue of drugs. We used to talk about students who had finished universities; we were talking about dropouts of “O” Level. But right now, we are talking about primary pupils, boys and girls, who have involved themselves in the taking of narcotic drugs.

Mr. Temporary Deputy Speaker, Sir, I hope that this Bill will save many lives of the future leaders of this country. We should also consider the issue of alcohol and cigarettes. These are two items about which we should be very careful. We should also involve ourselves, as leaders, in educating the youth.
