  • 14 May 2025 in Senate: Mr. Temporary Speaker, Sir, how can somebody who is out of order be given a point of order? He is already out of order. How can he stand up, unless the point of order is against himself? view
  • 14 May 2025 in Senate: Hon. Temporary Speaker, you are determined to turn me back into the old me. You said he was heckling. A person who heckles is a heckler. That is what you call him. Sen. Cheruiyot of Kericho County was heckling me. He is a heckler. You have made that decision yourself. I will not allow anyone to bully me in this House. I did not come here because of Cheruiyot's graces. I was elected by the people of Nairobi City County. He is not bigger than anyone in this House. If you cannot throw Sen. Cheruiyot out for his misbehaviour, then ... view
  • 14 May 2025 in Senate: Thank you, Mr. Temporary Speaker, Sir. Although the Cabinet Secretary was saying he is not in a hurry, we need to remind him that he came late and, therefore, that is the reason we are running out of time. He also knows the House rules; that there is a time for the rising of this House. I will ask Question No. 32. (a) Can the hon. Cabinet Secretary tell us why was the EduAfya Medical Scheme, which provided comprehensive medical insurance for secondary school learners under the National Health Insurance Fund (NHIF) was discontinued under the current Social Health Insurance ... view
  • 14 May 2025 in Senate: Madam Temporary Speaker, I have looked at the response that the Cabinet Secretary has given, and in the interest of time, he can just be brief. He has asked in the response, that I provide certain documents. I would like your clarification or direction because I have those documents here with me, and I want to put them in his hands. I do not know how that is going to happen, but I will await your direction. view
  • 14 May 2025 in Senate: Yes, I understand that, Madam Temporary Speaker. I will say this for the record, the entire process for the processing of the claim was followed except that the county director refused to sign the certification for over a year. I have the form here and it has the details, including the name of the child, the name of the parents and the contact of the parents. I have the form which they filled for the claim, the ID of the parents, a letter from the school, certificate of death and the permit for burial. Madam Temporary Speaker, I wish to ... view
  • 13 May 2025 in Senate: Thank you, Mr. Speaker, Sir. I would like to take this opportunity on behalf of this House and the people of Nairobi to welcome our children who have visited us this afternoon. I hope you have the opportunity to interact with members of staff of the Senate, the Senators who are present here and to follow the debate. You came on an afternoon which is a bit animated. Mr. Speaker, Sir, I thank you for the directive that you have given as SBC. Yesterday, a gentleman called Martin Kangara came all the way from the United Kingdom (UK) to see ... view
  • 8 May 2025 in Senate: Mr. Speaker, Sir, many of us in this House are not in the habit of interacting with things we have not read, unlike some people in other quarters that I do not want to mention. You find that someone has not read something, but they are an expert in it. Mr. Speaker, Sir, we could resume the regular business because you had rearranged the Order Paper. We can then have the documents uploaded and provided in hard copy. With due respect to the Chairperson of the Committee on Budget and Finance, we can resume that debate later. I am sure ... view
  • 8 May 2025 in Senate: Hon. Speaker, let me just comment on the Statement that has been read by the Senator for Busia County. This is a matter of grave national concern. Yesterday, there was a statement issued by the Governor for Kisumu County, the Hon. (Prof.) Peter Anyang’-Nyong’o, who is the strategic reserve of ideology for the Orange Democratic Movement (ODM) party. Whenever we want to find our North Star, he is the person we go to and he gives us direction. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from ... view
  • 8 May 2025 in Senate: He raised concern about plans to privatise mills in his area as well. As you know, the public mills, including Nzoia, Chemilil and Muhoroni, are all listed as part of this leasing plan. I was at home for a burial last week, and the people of Bungoma, who are largely sugarcane farmers, were very clear that they will insist on the promise that was made by the Head of State when he was campaigning. That when it comes to Nzoia Sugar, the Government will invest in upgrading the machinery to improve efficiency, but they will not be leasing this sugar ... view
