The justification is that the proposed New Clause 58A seeks to provide for the Coffee Stabilisation Fund. The Fund will help coffee farmers in income and price stabilisation, especially during years when coffee prices plummet.

Conflict of laws. 87A. If any conflict arises between the provisions of this Act and any other Act with respect to the regulation of coffee, the provisions of this Act shall prevail. The justification is that the proposed New Clause 87A provides clarity in the case there is conflict between the provisions of the Act and any other Act. Thank you.
