areas where their interest is allocated. To address this, the Committee will propose amendments to ensure that famers’ interests in terms of markets are taken care of adequately, amongst regulation of sugar imports into the country and criteria to be met before the importation is done. The Committee noted that local industries have become insolvent due to the non-regulation of imports, which is something of concern and needs to be looked into. There is also need to provide a framework of quality, safety and health control measures related to sugar. This will ensure quality, standardisation, health standards and environmental standards ...

Agriculture, being an area which has not been looked into, we thought about making considerations that farmers need to mechanise. We thought that mechanisation is part of the things that are going to help agriculture become better. We thought that although we wanted all the other additional implements and parts to be included, the National Treasury seems to have refused to take the other ones. It is an area that needs to be looked into. Despite the importance of the agriculture sector and its contribution to the Gross Domestic Product (GDP), economic growth, employment, foreign exchange and raw materials for the industrial sector, it is grossly underfunded to the tune of Kshs25.8 billion. Something needs to be done because agriculture is an area that should be looked into.

The sector already has numerous ongoing and stalled projects. Projects take too long to be completed because of low budget allocations and sequent budget cuts. A Member mentioned that we also have a lot of challenges in agriculture because of pending bills. I do not know what we are supposed to do. My colleague has said something. The debt ceiling can be removed to sort out some of these things. Agriculture is an area that we need to look into because of the pending bills. The State department has a lot of pending bills. For example, in the State Department ...
