  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, I assume that the House will still be sitting on Tuesday next week. I have no objection. 4394 PARLIAMENTARY DEBATES October 9, 2007 view
  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, as you are aware, it is the poor parents who are unable to pay fees. The outstanding fees, as of to date, amounts to Kshs16 billion. In fact, there is no way those poor parents will be able to pay that debt. Could the Assistant Minister consider writing off those monies through the Government's budgetary arrangement? There is no way that, that money will ever be paid! view
  • 4 Oct 2007 in National Assembly: asked the Minister of State for Special Programmes when he 4342 PARLIAMENTARY DEBATES October 4, 2007 will establish a Drought Contingency Fund to finance early warning systems and drought mitigation programmes. view
  • 4 Oct 2007 in National Assembly: Mr. Speaker, Sir, I thank the Vice-President and Minister for Home Affairs for that answer. However, I would like him to tell us what programmes are likely to be implemented through this Drought Contingency Fund. view
  • 4 Oct 2007 in National Assembly: Mr. Speaker, Sir, the lead agency for supplying food during times of famine is the World Food Programme (WFP). The WFP does not supply food to pastoralists who live within a radius of 20 kilometres from urban centres. Could the Vice-President and Minister for Home Affairs consider reviewing this policy by the WFP? Many pastoralists who live around urban areas, some of whom are refugees, are denied famine relief food in times of hardships. view
  • 4 Oct 2007 in National Assembly: Mr. Speaker, Sir, I think the Vice-President and Minister for Home Affairs did not understand my question clearly. For example, Maralal Location has six sub-locations and only one of them, namely, Biashara Ward, is in town. The other sub-locations are basically pastoral. That is the issue I was raising. The residents of these sub-locations are pastoralists and not farmers. view
  • 3 Oct 2007 in National Assembly: asked the Minister for Roads and Public Works:- (a) when the tarmacking of Rumuruti-Maralal Road will begin; (b) whether he could consider tarmacking the road to Loiyangalani at Lake Turkana; and, (c) whether he could further upgrade the road linking Kirimon, Lodokejek and Kimanchu in Laikipia. view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for that answer. Currently, the Maralal-Rumuruti Road is in very bad state. In fact, it has never been that bad since Independence. Mr. Speaker, Sir, I say so because during the recent rainy season, our vehicles got stuck on that road for up to ten days. It is also becoming a security risk because of the bandits in the area. What is he doing to restore the roads to be motorable while we wait for the tarmacking? view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, the reason why I requested for upgrading of the Kirimon- Lodokejek-Kimanchu Road through Nanyuki is because it is now the alternate road to Maralal. The road from Kimanchu to Ewaso Nyiro River is fairly in good condition. When you cross the river towards Samburu the road there is in terrible shape. There are so many tourists using that road at the moment. Could the Assistant Minister consider instructing the Laikipia District Engineer to look into the repair of this road up to the Ewaso Nyiro River, from Laikipia side towards Kirimon? view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, this is the Doldol-Nanyuki-Mpolei Road. view
