The Maralal Town Council was totally unaware of the award of this contract. Could the Assistant Minister clarify where this tendering was done? Was it done at the national or the Ministry level? view
  • 2 Oct 2007 in National Assembly: Mr. Speaker, Sir, it appears that the Assistant Minister was not given the correct information. The contractor cleared the ground, put up some structures, employed 100 workers, rented premises, but he has disappeared from the site. Could he tell the House the truth because termination of the contract has taken place? Could he also tell this House who will meet the liabilities because the workers are demanding their dues? They have been abandoned on the ground. The rent for the building has not been paid. view

I am aware that there is a lot of information on the website. Mr. Speaker, Sir, I am also aware that the Permanent Secretary and the Minister are continuously in the media informing Kenyans about that subject. Could the Minister also consider giving that information to inter-sectoral groups such as farmers at the provincial level and all the way down, so that this matter could be known by everybody? view

  • 25 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, the responsibilities as outlined by the Minister are extremely heavy. They have posted people with Bachelor of Science, Mathematics, to be CDF Account Managers and the only experience they have is working as polling clerks at the Electoral Commission of Kenya. I have no problems at all with accepting those mathematics graduates. But I would rather recommend that we put them under the District Development Officers to gain some experience.
