Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for that answer. I wish to assure him that we have 11,000 square kilometres of land and we will provide land for the establishment of a police post. I would like the Assistant Minister to explain the difference between a police station, a police patrol base and a police post. I would also like him to tell us what the ratio of policemen to the number of Kenyans is. There are only five policemen guarding 100,000 people in the two divisions.

Mr. Deputy Speaker, Sir, Mbukoi area, where we are requesting for an ASTU, is the gateway to the notorious Suguta Valley. For a number of years, the Government has not established an ASTU because of lack of water. Now that there is a lot of water, when will the Ministry deploy officers to the region because incidents of cattle rustling are emerging from neighbouring districts? Mr. Speaker, Sir, I thank the Assistant Minister for that answer, but I am just wondering what has been the cause of the delay because when the Government came into power five years ago, they promised to make this issue of arid lands a priority? What process was used to arrive at the policy which is now before the Cabinet? Were pastoralists consulted given that the Assistant Minister is the Chairman of the Pastoralists Parliamentary Group?

Mr. Speaker, Sir, I raised this issue because I am not so certain that arid and semi arid areas will receive priority, even in the so-called Vision 2030. Is the Assistant Minister satisfied with the level of investments? I understand that in that policy, there is about Kshs28 billion over a period of ten years, which is equivalent to 5 per cent of Government Budget in one single year. Are you satisfied with that level of investment to improve those areas?

Mr. Temporary Deputy Speaker, Sir, I think it is important for the Minister to notify Kenyans about what is happening to Road C77 Rumuruti-Maralal, Road which has been impassable. It has been raining heavily for the last four months and the result is that vehicles are now stuck up to five days. In fact, as of now, we are not able to transport sick people with spinal injuries for treatment. There is shortage of food and fuel. I was in my constituency yesterday and was not able to get fuel.
