  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, it is a very long answer containing very little. Over the last 28 years for KVDA and over the last 18 years of existence of ENNDA, only less than Kshs10 million has been spent to develop Samburu District. We know that in other districts on an annual basis, they are spending about Kshs30 million to Kshs40 million sometimes for a single project. It is not the fault of the Minister, but I want to ask him the following question: What steps is he taking to create equity in distribution of resources in seven districts for KVDA and ... view
  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, is the Minister aware that the Ewaso Nyiro River is drying up because of massive obstruction of water by the people around Mt. Kenya, which is the source of the river? This is leaving the pastoralists downstream to fight over water with monkeys and elephants. What action is the Minister going to take to protect this river from drying up? Otherwise, pastoralists will continuously move towards Mt. Kenya, which is the source of the river. view
  • 8 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. I want to join my colleagues in congratulating the Minister, the Assistant Minister and the staff in the parastatals under the Ministry for the good job they are doing. There were times when it was very difficult to get any information from the Kenya Power and Lighting Company (KPLC) Limited, even during power outages. It is now easier to get information on what they do on the Rural Electrification Programme (REP). It is also easier to know, at the Ministry level, what programmes ... view
  • 26 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I would like to seek clarification from the Assistant Minister what a Senior Advisor does. I thought that municipalities have education officers. What is a Senior Advisor? Are these people on contract? What are their terms of service and their scales? view
  • 25 Jul 2007 in National Assembly: asked the Minister for Lands when he will gazette land boards for Samburu District. view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I had already asked the Question. view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am the one who asked the Question. In other Commonwealth Parliaments, like Ghana, I would have been given five chances. view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I did not understand the meaning of the word "comprehensive." Could the Assistant Minister explain what the word means? If possible, let him 4 PARLIAMENTARY DEBATES July 25, 2007 explain it to me in Kisamburu. The District Commissioners have been sending the lists every year to his office. So, what does "comprehensive" mean? What names does he want to see for the list to be comprehensive? view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, then I have to wait for the previous regime to come July 25, 2007 PARLIAMENTARY DEBATES 5 back to power so that my problems could be solved! view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I have seen the gazette notices of various districts in Kenya. I am still not able to understand why my district cannot get those boards. If it is the question of cost, why should my district be the one to bear this cost or suffer? Could the Assistant Minister then write to the District Commissioner to explain, so that the people could understand what is going on? Otherwise, we will wait for the previous regime to come back to power! view
