  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, this is a national issue. I am just wondering whether the Minister intends to involve the District Environmental Committees, including the National Environment Management Authority (NEMA), so that it will not just be a Nairobi issue. I am also wondering whether facilities exist for disposal. It is not just enough to pass by- laws about this menace. It is important that we have specific locations to dispose of these materials. In Europe, there is a two-bin system. There are different bins for materials which can be recycled and those which cannot be recycled. In most of ... view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, we passed a new forest law in 2005. I raised the question of operationalization of that Act, through the creation of a Kenya Forest Service. That Act allows the creation of forest associations. Such forest associations can work jointly with the Government, in a much more friendly and harmonious way, to utilise the forests products. What action is the Minister taking to ensure that there is harmonious relationship between the new Kenya Forest Service and the communities, especially now that there are elephants in that area? view

  • 24 Jul 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute to this debate. The economic development of this country will depend very much on the development of infrastructure. It is for that reason that I must commend the Minister and his team for the work they have done so far. I also congratulate them for getting an increase of 59 per cent in their resources. Mr. Speaker, Sir, some time back, the Minister mentioned in this House that even if they had all the money with which to do the roads, given the backlog, the capacity to do ... view
  • 18 Jul 2007 in National Assembly: asked the Minister of State for Administration and National Security:- (a) whether he is aware that dog kennels were put up in Maralal 20 years ago but the dogs have not been delivered; and, (b) when the dogs will be delivered. view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, we have been borrowing dogs from a good samaritan to trace people who rob tourists and passengers between Isiolo-Maralal and Maralal- Rumuruti Road. The particular dogs I am talking about are called the Bloodhound. They never get it wrong. Those dogs are extremely useful. So, it may look like a laughing matter in this House but it is a matter of life and death for us there. Mr. Deputy Speaker, Sir, I do not have the written answer but I wish to thank the Assistant Minister, first of all for delivering the Land Rover to patrol ... view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, the dog handlers' allowance for the policemen has remained static, at Kshs30 shillings. Could the Assistant Minister consider increasing this allowance by double, given that Maralal is a hardship area, as opposed to the Kshs30 shillings which is paid to the dog handlers in Nairobi? view
  • 18 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Since we have had this debate for the last two days, would I be in order to request that the Mover be now called upon to reply? view
  • 12 Jul 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. Given the issues that Mr. Raila has raised, would I be in order to request that this Question be deferred so that this House could get a detailed understanding? view
  • 11 Jul 2007 in National Assembly: asked the Minister for Environment and Natural Resources when the Government will operationalize the Forests Act. view
