One of the objectives was to prevent rampant exploitation of forests. I come from a heavily-forested area and I am not aware of these academic activities listed here. Could the Vice-President and Minister for Home Affairs explain to the House who the Ministry is engaging in the implementation of the policies that he has outlined?   • 11 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, one of the objectives contained in that law was to introduce community participation in the management and conservation of forests, so that communities could feel they are part of those forests. However, when you look at the appointments under Section 6, eight members are supposed to be nominated by the Minister, and one should come from an area that contains one or more forest communities. 25 per cent of our forest cover is located in Samburu District. I wish to begin by congratulating the Ministry for the reforms that they have carried out, particularly in re-training the Provincial Administration; the District Commissioners (DCs), the chiefs and so on.   • 20 Jun 2007 in National Assembly: Mr. Speaker, Sir, the issue raised by Mr. M. Maitha is not an isolated incident. Three dams were destroyed in my constituency during the heavy rains last year. The impression I get is that the water officials may not have adequate skills in civil engineering. Could the Minister consider consulting the Ministry of Roads and Public Works when he is engaging in big dam construction to avoid this kind of incident because it is not isolated?
