  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, hon. Members will recall that this Question was partly answered on 3rd November, 2011. Arising from a number of supplementary questions by hon. Members on this Question, I was asked to submit the criteria used in creation of administrative units. That is all that was required of me. view
  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, the intention of creating administrative units is to bring services closer to the citizens in a rational manner and, therefore, the following criteria has been developed. The first one is population density. This refers to the population vis-à-vis the area in square kilometers. view
  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, the three broad categories are low, medium and high population density areas. The two parameters of population and area in square kilometers are applied and given different weight depending on the merits of the case. Tabulated below is the optimum population per administrative unit in their different categories. • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, the position of Mutito has now been finalized. As I said, the Act does not require us to gazette locations. We gazette districts. So, the case of Mutito has been sorted out. view

  • 15 Nov 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I do have a number of pending cases. As I said, requests have been put forward and we have been analysing and referring back to the leaders and District Commissioners (DCs) to rationalize where criteria that are quoted are not met. I can guarantee that we will expedite the requests that have not been finalized as soon as possible. view
  • 10 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think we are setting a very dangerous precedent in this House. If we are going to allow Members to become disorderly to the extent we have seen, and then we vote and support that kind of behaviour, we are proceeding dangerously! view
  • 3 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for giving me the opportunity to support this Motion and say that what the Committee has done is laudable, all the way from the selection panel, led by Dr. Ekuru Aukot. We have a Njemp, who is from my own county. These are people who have never held any leadership positions because of marginalisation. They have even gone to court to demand their right for representation. Therefore, this is a good opportunity and a departure from the past, when we would say: “If we are not there, then it is not there”. ... view
