Mr. Temporary Deputy Speaker, Sir, I think that is a very big question. I wish the hon. Member could ask a specific question with regard to his constituency. That is because part of the delay has nothing to do with the creation of new administration units. In his case, I think it has to do with the candidates coming forward. We prefer to have, at least, a minimum of three candidates to come forward. We also prefer that they meet the necessary qualifications and where no candidate meets the required qualifications, the second time, we try to make adjustments so ...

Mr. Temporary Deputy Speaker, Sir, I think there are two questions here. You are attributing the delays to the chief. I want to confirm that the chief has no powers to delay appointments of assistant chiefs. On the second part of your question with regard to attitudes and lack of interest in development of that particular area, âa show-cause-whyâ letter has been addressed to that particular chief and action will be taken.

Mr. Temporary Deputy Speaker, Sir, I wish to join my colleagues in congratulating hon. Mututho for coming up with this Bill. We worked together very closely on this Bill. Mr. Temporary Deputy Speaker, Sir, this Bill is very important because it provides for the funding of NACADA. As you know, NACADA does not have enough resources to deal with issues of rehabilitation. I am also, on behalf of the Ministry, happy to note that under Clause 66, there is room for a number of regulations to tighten up any loose ends. Madam Temporary Deputy Speaker I beg to reply. (a) No funds were released to the project and hence, no funds were returned. (b) Of the 70 districts earmarked in the Economic Stimulus Programme (ESP), Nzambani District was one of those identified. However, the Treasury reduced the number from 70 to 36.

Madam Temporary Deputy Speaker, the allocations under the ESP are done by the Treasury. Through austerity measures, the Treasury issued a circular to reduce the number of districts to benefit from ESP from 70 to 36. So, the right Ministry to answer this Question is the Office of the Deputy Prime Minister and Ministry of Finance. However, we are still negotiating with them to reinstate the 36 districts in this financial year.

Madam Temporary Deputy Speaker, the reduction in the Budget was approved by this House during the Supplementary Estimates. However, the reasons for a reduction in the Budget can only be answered by the Office of the Deputy Prime Minister and Ministry of Finance and not the Ministry of State for Provincial Administration and Internal Security. We would have liked to be fully funded so that we see the projects benefit people.
