The following are the incidents which have been reported along the Isiolo-Modogashe Road between June and September, 2009; On 23rd July, 2009 at around 1500 hours, one motor vehicle Reg. No. KSF, Isuzu Lorry, was attacked between Sharp area in Igembe District and Gabela area in Tigania District where 11 passengers were robbed of their belongings and cash money. • 10 Sep 2009 in National Assembly: Mr. Speaker, Sir, we are working with communities in the area through their leadership, such as parliamentarians and peace committees, to deal with this matter. With regard to security on the highways, particularly on this road, we will continue to provide security escorts, and to encourage people travelling along it to report to the police station before they use the road. But we are pursuing the bandits involved in those areas to deal with them. view

We need a multi-pronged approach to deal with the security issue in northern Kenya. We need community policing; we need to deal with the availability of small arms and grazing management. There are a number of issues that we need to tackle to deal with this particular problem. view

I also want to say that we need support from the communities living in that area, because the various communities are involved in criminal activities on that road. • 9 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, we do have a comprehensive draft Bill to overhaul the Chiefs Act and obviously, looking at it, the part dealing with the engagement, remuneration and duties of the elders are included in that draft. But it does not prevent the hon. Member from proceeding on his own aspect of elders only. But we are coming up with a comprehensive overhaul of the Chiefs Act to consider various other matters. • 9 Sep 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for the opportunity to contribute. I want to congratulate the hon. Member for Turkana Central for bringing this important Bill and for doing something that we should have done long time ago. Since there is a constitutional obligation to allow the Cabinet to be appointed this year, it is also very critical to give this House the opportunity of having a say in the selection and the size of the Cabinet. I do share the sentiments expressed by Mr. Wamalwa. view

It sets out the responsibility of Parliament and the qualifications of certain office holders. I think it is very critical that we have technocrats who are also qualified. There is also good provision here for temporary transfer of duties because very often, it is not clear even for the country to know who the acting Minister is, when the other one is out of office for whatever reasons.
