Mr. Speaker, Sir, I will not be in a position to enumerate the rules and regulations right now because I do not have them with me. However, on franchising, I have said that my Ministry has been overtaken by events. This is because we are formulating new rules under the SACCOs and companies that the transport operators have formed. We extended the registration of these SACCOs and companies up to the end this month when we should come up with a blue print of the new rules and regulations that will be followed in the transport industry.

Mr. Speaker, Sir, it is good that the hon. Member has mentioned that she was not aware of whatever had been going on. I would like to have a look at the document she has because as I have mentioned, the matter seems to be revolving around commercial disputes between two different investors; one is the owner of the airstrip. Mr. Speaker, Sir, as I said, we are aware that the airport is operating and the KCAA is carrying on with its mandate of safety, security and surveillance. We are aware that it is totally licensed. I saw the passenger manifest that she attached without regard to the names. But that is just to prove that the airport is operating.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) Neither the Ministry of Transport nor the Kenya Civil Aviation Authority has been served with any court order directing that Laro Airstrip be closed. (b) In view of the answer to âaâ above, part âbâ does not arise.

Mr. Speaker, Sir, in my answer, I have clearly stated that we are not aware of any court order. In any case, whatever has been tabled does not stop the operations because KCAA or the Ministry does not operate the aircrafts. The order is neither directed to the Ministry nor the KCAA. We have not received any court order to stop any aircraft landing in Laru Airstrip.
