  • 17 Feb 2011 in National Assembly: Mr. Speaker, Sir, my Ministry is the only one that is supposed to supervise airstrips but there is no order to close the airstrip. In any case, I wish to insist that this order is not served on the Ministry or the KCAA. This is a private and commercial matter between two parties and they are only trying to suck in the Ministry through the KCAA. The airstrip is private and the persons operating the airstrip have an agreement between the two of them. They have so many running cases between themselves. So, the Ministry cannot come in and yet ... view
  • 17 Feb 2011 in National Assembly: Mr. Speaker, Sir, we are aware of that order. These were interim orders obtained by Nguruman Limited, temporarily restraining KCAA by an order of prohibition from opening the airstrip and from operations, otherwise than in accordance with the provisions of the Civil Aviation Regulations 2008. I would wish that we underline the word “otherwise”. Ngurumani Limited was required to file substantive application to restrain the KCAA from reopening the airstrip. Ngurumani has not filed that application and served the same on the KCAA to date. So, when I say that we have not been served with any court orders, we ... view

  • 9 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, may I also take this opportunity to praise hon. Wamalwa for his foresight in bringing up this Motion. I am sure the issues raised in this Motion are of very serious concern to all Kenyans. I also wish to thank all the Members who have contributed. I have been sitting here from the day hon. Wamalwa moved the Motion. Up to now, we have not heard any dissenting voices. We are also very grateful for the ideas and the concern expressed by all the Members. view
  • 9 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, from the outset, let me assure you and all the hon. Members that the Ministry is in support of this Motion. I assure the hon. Members that this is something that the Ministry has realized beforehand and a lot is being done about what we have talked about. Most of the ideas which have come here are either in the “kitchen” or some of them have already been published and the implementation process is ongoing. However, during the debate of this Motion, we have heard many other ideas and proposals that need to be looked ... view
  • 9 Feb 2011 in National Assembly: As you are aware, this industry is multi-sectoral. It involves the Ministry of Transport, Office of the Deputy Prime Minister and Ministry of Finance because of the special funds you are talking about, Ministry of Youth Affairs and Sports and the Office of the President because of the implementation and the policing. That is where it lies. It also involves the Ministry of Roads because whatever we agree on if our roads are not constructed to deal with the motorcycles and bicycles, we will not go far in streamlining this sector. I am very grateful to my colleague from the ... view
  • 9 Feb 2011 in National Assembly: We are all aware that the influx of the boda boda industry has come with blessings, in terms of economic activities. There is no dispute that it has brought a lot of employment to our youth. There is no dispute that it has made it much convenient to our people, especially in the rural areas to move from one point to another. We all know that time is money. Once you save time, you save money. Time has been saved by the quick movement of our populace. However, it has also come as a curse to some extent, because all ... view
  • 9 Feb 2011 in National Assembly: The Ministry has development a comprehensive integrated national transport policy that addresses the needs of all modes of transport, including boda boda that is the bicycle and motorcycle riders in the country. The policy was developed through wide consultations with stakeholders and bench-marking in other countries. The policy has been approved by the Cabinet and a sessional paper was developed and presented to the Departmental Committee on Transport, Public Works and Housing. It is my hope that when it is presented to this House for discussion, it will receive the necessary support. I am sure we will achieve that given ... view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) The services between Nairobi and Nanyuki ceased after a major wash away at Ndarungu River Bridge at kilometre 45/7 in late 2009. This was compounded by major vandalism of the line. (b) The Rift Valley Railways has commenced repairs of the bridge and replacement of vandalized rail fittings and services will resume as soon as the repairs are complete. (c) Under the concession agreement, the Rift Valley Railways are supposed meet passenger service requirements as detailed in Schedule 3 of the agreement, which I have reproduced in part and which ... view
