  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, as I said, engineers from my Ministry have visited that project and certified that the houses were built in accordance with the building code. What appears to rattle the hon. Member is that the houses are built in a straight line. I do not understand why that would rattle the hon. Member when the houses have been built on the university land. The land belongs to the university and it is free to use it as it wishes. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, I think my role in this project is to ensure compliance with the building code. We have checked those houses and they have been put up in accordance with the building code. If there are issues of boundaries, then that Question can be answered by somebody else. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, those houses have been constructed on the border of Maseno Block 1/18 and Kakamega Trustland, which is actually the boundary of Nyanza and Western Province. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, the role of approval of plans and supervision of the projects is normally done by the councils through their engineers. I sent my engineers on site when this Question came up. I just wanted to be sure that what the county council engineers had filed is actually what is on the ground. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, as I said, those houses have been built on university land. The land is along the Emuhaya/Kisumu Rural Constituency boundary. Whether the university was attempting to create a wall, I am not aware. But what I know is that the houses have been built on the boundary of Emuhaya and Kisumu Rural constituencies. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, I think my engineers were only concerned with the compliance of the houses to the building code. They were not concerned by whether the houses were built on the boundary or whether there was a report about issues of the boundary or whether a wall was being put up. They went there to check compliance with the building code. That is the role they played and I can bring the report to the hon. Member if he so wishes. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, it is true that when those houses will be completed and used, they will create a barrier-like wall of about – there are 100 units – one kilometre. So, there will be a Berlin Wall-like situation! view
  • 13 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The Member for Butula had asked this Question in the last Session. When it was listed for answering, he was not in the House. He came and refiled the Question and now it has appeared and, again, he is not here. I would want to get direction from the Chair. I am sure he will come and re-file the Question again only to disappear when it comes up for answering. view
  • 9 Jun 2010 in National Assembly: Madam Temporary Deputy Speaker, I beg to reply. (a) The Government has plans to undertaken housing redevelopment in the old residential estates in Nairobi and other urban centres. Indeed, this programme has already started with 90 old houses having been demolished to give way to 50 new houses which are complete and 718 houses under construction in old residential estates within Nairobi. (b) The Minister, in liaison with the Deputy Prime Minister and Minister for Local Government are in consultation to upgrade the infrastructure services in these areas where urban renewal and redevelopment is taking place. (c) In early years ... view
  • 9 Jun 2010 in National Assembly: Madam Temporary Deputy Speaker, my Ministry has developed a new approach of collaboration with councils to ensure that future joint development programmes of housing estates in urban areas do not encounter the same problems that we have had before. We are in the process of engaging the private sector to collaborate with the councils, the NHC and my Ministry in coming up with residential houses in all our urban areas, some of which will be sold and others leased out on rental basis. view
