  • 4 Jul 2019 in National Assembly: Thank you, Hon. Speaker for giving me a chance to contribute to this Motion. I would like to support the Committee’s Report on KQ. The KQ is the pride of this nation. It is something that we are proud of as a country. Personally, whenever I see KQ, I feel that we are doing well. However, we know that KQ has been facing a lot of challenges lately. There are many issues in terms of management and the losses they have incurred. Nationalising KQ is a step in the right direction. Being a private entity, it has always given problems ... view
  • 4 Jul 2019 in National Assembly: thoroughly look into the whole system. You need to check and give recommendations that will improve and put us in the age of achieving our dream. Hon. Speaker, thank you again. I want to congratulate and thank the Committee. My only request to the Committee is to let ICT do a thorough job when this process is going on. view
  • 3 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me this chance. I rise to also oppose the amendment by the Chair. There is a lot of value to this Clause. The Commission may from time to time establish such a committee as may be necessary to carry out its functions and exercises better. The members of the Commission might not be experts in all fields that they are attending to. It is important that when need arises for them to address a particular issue, they can establish that committee with co-opted persons to address it. After the co-opted persons address ... view

  • 26 Jun 2019 in National Assembly: I understood that we have an oversight role and we oversee majority of the resources that are approved by this House. Being a budget-making House, we are blessed. We, as a House, have a responsibility to oversee those resources. We have been talking and pleading with the Budget and Appropriations Committee to give us more resources. They have listened to our cry and agreed that we do not have enough resources to go out and do our oversight role properly. Putting a vote head in the Budget to cater for our oversight role is very important for this House. We ... view
  • 26 Jun 2019 in National Assembly: You have advised this House several times this afternoon. You have been bringing us back to the Budget cycle. A Member of Parliament said that he wanted money from this vote head. Putting that vote head in the Budget is very important. I want to congratulate the Budget and Appropriations Committee. We are happy with them because they have done a great job. We have our mandate which we can do now because we have a vote head. This is the time we have the capacity and the power to negotiate with other partners. We should bring them on board, ... view
  • 26 Jun 2019 in National Assembly: There is a Member who is telling me that I am lying. Protect me, Hon. Speaker. The Member should go to school to learn about the budget- making process. view
  • 26 Jun 2019 in National Assembly: Hon. Speaker, when some Members were contributing, they talked about the National Government Affirmative Action Fund (NGAAF). I was the first Chair of the Fund and I know the kind of activities the County Woman Representatives are undertaking. It is the responsibility of the County Women Representatives to propose an amendment to put more social services into our Fund because it cannot cover everything with the little The electronic version of the Official Hansard Report is for information purposes only. • 26 Jun 2019 in National Assembly: resources they have. If every time a County Women Representative wants to buy a water tank, she has to use her money, it will be difficult. That is what the Leader of the Majority Party alluded to when he said that when his County Women Representative buys a tank, he also buys one. To avoid that, we need a percentage of the money to cater for social services, like we have a certain percentage of money for emergency. view
