before daybreak to walk to their workplaces. That amounts to infringement on the rights of that citizen. The other thing is that due to the rise in fuel prices, food prices have also gone up. Due to the production cost of food and cost incurred in transporting it from Nairobi to Hulugho, the furthest end of my constituency neighbouring Somalia, no one can now afford to pay for it there because of the high prices. This has resulted in hunger and starvation to the people of this country. The problems that we are facing have reduced the confidence and self-esteem ...

13 Oct 2021 in National Assembly:
Thank you, Hon. Speaker. I beg to second the Motion. The National Water Policy, 2021, was tabled in the House on 8th June, 2021. This Policy Document was committed to the Departmental Committee on Environment and Natural Resources to review and report to the House, pursuant to the provisions of Standing Order No.127(1). The Sessional Paper aims at building on the achievements of the water sector reforms over the years and moving it to the next level of development in order to contribute to the national goals and realisation of SDGs. When the Committee was dealing with this, we looked ...

13 Oct 2021 in National Assembly:
As I said earlier, the National Water Policy builds on the successes, challenges and lessons learned from previous frameworks that exist in all our documents, including the Kenya Vision 2030. Water plays a very significant and crucial role in the development of our country in respect of social, economic and environmental aspects. It is a social and economic good that is crucial for sustainable development. In line with our Constitution 2010, water is a human right. Being a human right, we need to link water to human rights. Linking human rights to water, then we will align this policy document ...

give ourselves as a country. This policy document will achieve all this in order to have proper management of our water sector, which has a lot of challenges today. The water policy is to mitigate the threats that we feel today. There are a lot of threats that I mentioned a while ago. The threats we are facing today in northern Kenya, if we had this Policy Paper that clearly defines the roles of…

13 Oct 2021 in National Assembly:
Thank you so much, Hon. Speaker, for giving me one more minute to conclude. The National Water Policy is purposed to address the challenges and the threats we are facing today as a country. Three quarters of our country’s landmass feels threatened. It is suffering because of challenges under the water sector. With this partnership, we are bringing everybody on board. There will be a lot of collaboration and resources being put in one pool. This will address the challenges we are facing today. I second and thank you very much for giving me the one minute to conclude.

12 Oct 2021 in National Assembly:
Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. I also want to thank the Mover of the Motion, Hon. Aden Bare Duale. The situation we are facing in the North is very sad. I have been to the constituency, Ijara, and I have never seen such a situation in my life. People have migrated to as far as Wajir and Marsabit. You will find their animals in my constituency. They are dying in large numbers. It is really hurting to see a pastoralist man crying or killing himself ...

their houses. We have children below five years who are suffering. Families do not have water, milk or anything in their houses because animals have crossed borders to Ethiopia and Somalia. We do not have animals around there. Those that are there are very weak and are dying. The media has not covered this disaster. If you go to those constituencies, you will not eat food for the next five days because of the situation you will face on the ground. It is not only important to declare drought as a national disaster, but to follow the declaration with action. ...

12 Oct 2021 in National Assembly:
The other major issue is that water is a basic need and a human right under Articles 42 and 43 of the Constitution. In this time and era, it is very saddening, inhumane and disastrous that people and animals are dying because there is no water within the boundaries of this country. I cannot believe that in this era a person can die because there is no water in a village. Both the national Government and county governments have failed the people of northern Kenya who have been left alone at this time when they are having major problems. If ...
