10 Oct 2017 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker for giving me this chance to contribute on the ratification of the EAC Protocol on Privileges and Immunity. It is important that we look at the EAC and discuss this very important Protocol which will look into the immunities and privileges that are given to our people. Meanwhile, I just want to also touch on issues that are happening in our country. We have a country that also needs to be protected and the law must be followed to the letter. Hon. Temporary Deputy Speaker, our country is very important. We do not have ...

terms. This country has invested a lot in elections and reforms. We are far much ahead than many countries in Africa in terms of reforms, democracy and freedom. All that freedom did not come on a silver platter, but through hard work, sweat and a lot of struggles. We cannot let those struggles go like that.

10 Oct 2017 in National Assembly:
This final hour when we have only 15 days or so remaining before we go for the repeat elections, we will not accept people to short change us and do things based on selfish interests at the cost of this nation. The law is very clear. We will follow it to the letter. This is what we are saying. This is a country that has a Constitution. It has laws. We must abide by the laws of the country. It is very clear. If a candidate withdraws from an election, then it is very clear what happens next. We are ...

10 Oct 2017 in National Assembly:
Having said that, I now want to go to our neighbours, the EAC, and the protocol on privileges and immunities. The development of the EAC Protocol on Privileges and Immunities was necessitated by the need to harmonise the treatment of assets, property and the people employed by the service of the EAC across all partner states. The Protocol aims at standardising the status, privileges and the immunity to be accorded by the partner states to the Community in its assets and properties, and to the persons employed by the Community. Every country has its own laws and regulations, but when ...

10 Oct 2017 in National Assembly:
The process leading to the development of the protocol and the decision was reached by the EAC Council of Ministers in 2007. The protocol which was developed then related to the immunity of persons employed in service of the Community. These are consultants, experts of the Community and delegates of partner states. The status, privilege and immunity of the Community were negotiated by experts from all the East African partner states. This protocol has gone through many stages and has been negotiated properly by experts from our country in the best interests of this country. Therefore, I stand here to ...

28 Sep 2017 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. First, I would like to take this opportunity to congratulate you for being appointed to the Speaker’s Panel and for being elected for a second term in Narok, my second home. I would like to support the Motion. It is very important to support this Protocol since Kenya is not an island. Kenya is the hub of east and southern Africa. Being the hub, the communities of Kenya do business and invest all over. So, it is always important that we have some mechanism. A protocol like this will be very important and useful ...

28 Sep 2017 in National Assembly:
who is my neighbour who has invested heavily outside this country. Because of certain problems, they were not able to come out with their monies from some countries that I would not like to mention on the Floor of this House. Putting those dispute resolution mechanisms in place is important. Somebody like my neighbour who has suffered will not suffer because there will be a mechanism in place that will address his needs and the problems he is facing. We have a global interest. It is not only East Africa. Because this particular Protocol covers EA, I wish to support ...

10 Jan 2013 in National Assembly:
Mr. Speaker, Sir, I am happy that this Assistant Minister is today assuring Kenyan women that the two vacant positions are going to be filled by women. I want to thank him for that. But it is sad to hear that a whole parastatal like the one the Assistant Minister has mentioned does not have women at the top and yet you know that the women of this country are well educated. Besides the two slots – which we appreciate – what other things will the Assistant Minister do because this is a constitutional mandate?
