  • 14 Oct 2014 in National Assembly: Secondly, this is a scheme for getting us out of this House. Our competitors are all over the constituencies. They are touring 290 constituencies conducting Harambees here and there, or left, right and centre. It is for this reason that we are also supposed to help our constituents. For example, when there was no Constituencies Development Fund (CDF), if you ask in the history of Nyandarua County, K.K. in particular was the “CDF” of my constituency. I was the one doing the primary schools, secondary schools, churches and health centres from my own resources. It is for that reason that ... view
  • 14 Oct 2014 in National Assembly: How on earth would somebody tell me not to contribute? One of my competitors passed on. It is unfortunate that Bishop Methu passed on and he was not in a good financial position. We laid him to rest in Lang’ata cemetery last week. The family did not have anything. They looked upon me as their leader to give some money for hospital bill and lay him to rest at Lang’ata cemetery. view
  • 14 Oct 2014 in National Assembly: Honestly, if somebody tells me that I will look at my brother, my competitor and my constituent suffering when I am endowed with resources, definitely that is a curse from my Heavenly Father, which I am not ready to suffer. • 14 Oct 2014 in National Assembly: I am prepared to fight with the Ethics and Anti-Corruption Commission in a court of law, but I will not watch my constituents suffering, or dying, and fail to help them when I am endowed with resources. I will not be a leader worth living when I am endowed with enough resources to make sure that my constituents are comfortable, yet I do not help them. This is completely unacceptable; it is inhuman and I do not even know what I can call it. I would like to get professionals to come up with a better term that can be ... view
  • 20 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. As my colleague, Member for Ol Jorok, hon. Waiganjo, a senior counsel, has just said, we shall not have anybody who will make sure that the orders which have been issued by the courts are executed. So, I really support his amendment to that effect. view
  • 19 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Motion, which is from my Committee. I would like to take this opportunity to thank my very able Chairman and members of the Budget and Appropriations Committee. It is high time that these projects are rolled out. I stand to be guided on how to go about it with my Committee. My concern is that we were with the Cabinet Secretary for the National Treasury yesterday. He said that there is about Kshs50 billion lying idle at the National Treasury. The governors have not been able to spend that ... view
  • 19 Mar 2014 in National Assembly: Chairman and Committee on how we can go about this to ensure that the money is not shared amongst the Level 5 Hospitals only. We should ensure that the counties that do not have Level 5 Hospitals but have Level 4 Hospitals can also benefit. Hon. Temporary Deputy Speaker, there is another very interesting thing and I wonder whether this House is aware of it. Prof. Nyikal and Dr. Pukose mentioned a very important thing – that medical doctors are resigning from Level 5 and Level 4 hospitals. Therefore, as much as we would like to devolve some services to ... view

  • 19 Mar 2014 in National Assembly: re-think about the devolution of health services to the counties. The situation is very disappointing. People are dying. Doctors are resigning from county hospitals. I would, kindly, urge this House and the relevant Departmental Committee to urgently come up with a solution because our people are losing their lives. We are still pumping money to those facilities. There is a provision in the Constitution which says that if a function is not being carried out effectively at either level, it can be reverted back to either the National Government or the county government. So, I would kindly ask the professionals ... view
  • 5 Mar 2014 in National Assembly: Hon. Deputy Speaker, mine is to seek for some guidance. I need to be guided because I would like to introduce some amendments. I wonder whether it is going to apply at this stage or whether it is going to be directed to the Commission on Revenue Allocation (CRA). That is because we have three counties which ought to have benefited from the Equalisation Fund; that is Tharaka-Nithi, Tana River and Nyandarua counties. Up to date, they do not have a single facility on the ground. I wonder why they were left out of that Equalisation Fund. So, I seek ... view
