  • 5 Dec 2013 in Senate: Mr. Speaker, Sir, with regard to the request being made by Sen. Keter, this debate on this Motion was concluded yesterday and the Mover had replied. Is it still possible that we can reopen debate and carry out an amendment on a Motion whose discussion had been completed? view
  • 5 Dec 2013 in Senate: Mr. Speaker, Sir, just along the same line, maybe you should not put one question for both questions, but really rule that we can use the same Division Bell for the two questions, so that the Division Bell can be rung just once and we are able to sort out the two questions at ago. view
  • 5 Dec 2013 in Senate: Mr. Speaker, Sir, I want to agree with my colleagues who have contributed on this particular matter with reference to the Media Bill. I do not want to take much time on that, but I think that the bigger question raised by the Senator for Busia is of much importance to this House. In the last three or four days, there have been discussions with regard to the number of Bills that are pending in the National Assembly for discussion. • 4 Dec 2013 in Senate: On a point of order, Mr. Temporary Speaker, Sir. • 4 Dec 2013 in Senate: Thank you Mr. Temporary Speaker, Sir. I stand to support this Motion and to emphathise with my colleagues, the Senate Majority Leader, Prof. Kithure Kindiki, Eng.Karue and Sen. Bule, for the challenges that their counties have gone through. They have had to survive in makeshift arrangements up to this point. I think it is important, in this House, that we agree that we need a level playing field. We need to give the three counties more consideration in terms of providing them with these facilities so that they have a starting point. I want to note that besides the three ... view
  • 4 Dec 2013 in Senate: . I read in today’s paper that one of the counties, Machakos County, has taken that direction. The County Executive Member in charge of Health is operating within the District Health facility within the county. That direction is encouraging so that we have offices and officers working where they are needed. In my county, we have three major centres. If we can agree that in Nandi Town, that is where our County Executive in charge of Tourism will be based and the County Executive Member in charge of Agriculture in Mosoriot, that would spread services across. We should not strain ... view
