But as we celebrated one year of the Jubilee Government a number of leaders were asked to give their views with regard to the performance of the Government. A number of leaders, including the Senate Minority Leader, Sen. Moses Wetangula, have been quoted publicly stating that the commitment of the Jubilee Government to supporting devolution is in question. Before I make my remarks, I want to take this opportunity to condole with the families of 15 people who lost their lives this morning in a grisly road accident in my county. This was a 14 seater matatu travelling from Eldoret to Kisii, I am told. The most unfortunate thing is that the 14- seater had 20 passengers. The question we are asking ourselves is, from Eldoret to Nandi Hills, where the accident occurred, there must have been over ten police road blocks.
