I would like to clarify that the Members of the County Assembly did their job. The Constitution talks about threshold. However, threshold is in the mind of the person deciding at that particular moment. That means that when MCAs sat in Kericho to decide on this issue, they thought that the threshold had been met. It would be unfair to make that ruling. The Senate Minority Whip had already done some calculations and it would only be fair to allow those who want to make their contributions to do so. view

  • 15 May 2014 in Senate: Mr. Deputy Speaker, Sir, let me clarify that it is in most counties. I appreciate that Sen. Bule comes from a county that has no such facilities. Therefore, if we can transfer some of these facilities to the county governments, then the county governments do not need to budget for building of new offices or building of residences for governors.   • 13 May 2014 in Senate: Mr. Speaker, Sir, from the outset I want to support this Motion. Mr. Speaker, Sir, the role of this Senate is to protect counties from internal and external factors. This morning we are engaged in an exercise to protect the County Government of Embu from an internal factor. This afternoon, we will be engaged in another process of protecting counties in this country from external factors. Therefore, I want to take this opportunity to support this Motion.
