Mr. Deputy Speaker, Sir, I would like to join my colleagues in thanking Members of the Committee, although I was one of them for a job well done. Listening to the comments made by many contributors to this Motion, you easily get the impression that the MCAs did not do a very good job. We are in agreement but I want to mention that the line was equally thin when the other contributors were making their points. I would like to clarify that the Members of the County Assembly did their job. The Constitution talks about threshold. However, threshold is in the mind of the person deciding at that particular moment. That means that when MCAs sat in Kericho to decide on this issue, they thought that the threshold had been met. Mr. Speaker, Sir, is Sen. (Prof.) Lonyangapuo in order, instead of discussing the Motion before this House, to discuss the conduct of some MCAs, when we do not know who they are and yet you have given this ruling over and over in this sitting? Is he in order?

Mr. Speaker, Sir, Sen. (Prof.) Lonyangapuo was ruled to be out of order for sending one signal only. Sen. Kajwang has sent out several signals in different directions to governors, MCAs and procurement officers. Is he in order?

Mr. Deputy Speaker, Sir, while I appreciate the point raised by Sen. Khaniri, some of us have been struggling this afternoon to be seen so that we make our contributions. It would be unfair to make that ruling. The Senate Minority Whip had already done some calculations and it would only be fair to allow those who want to make their contributions to do so.

Mr. Deputy Speaker, Sir, let me clarify that it is in most counties. I appreciate that Sen. Bule comes from a county that has no such facilities. Therefore, if we can transfer some of these facilities to the county governments, then the county governments do not need to budget for building of new offices or building of residences for governors. Mr. Speaker, Sir, from the outset I want to support this Motion. Mr. Speaker, Sir, the role of this Senate is to protect counties from internal and external factors. This morning we are engaged in an exercise to protect the County Government of Embu from an internal factor. This afternoon, we will be engaged in another process of protecting counties in this country from external factors. Therefore, I want to take this opportunity to support this Motion.
