  • 15 Oct 2013 in Senate: Sen. (Dr.) Khalwale gave examples. A village administrator earns close to Kshs70,000 in terms of salaries and house allowances, but MCAs are not given house allowance. Many of them had to get houses where they have their sittings. This means that we are subjecting our MCAs to circumstances where they are forced to take funny kind of housing that at the end of the day endangers their lives. It is very important because most of the MCAs are learned people. In my county, for example, I have an MCA who has a masters’ degree and he represents Kaboi- Kaptumo Ward. I want to take this opportunity to welcome Sen. Mutula Kilonzo Junior to our Committee. Mr. Speaker, Sir, this Committee has a lot of work to undertake. I want to emphasise the fact that one of the issues that we have raised in this Motion is to persuade the ICC to consider the issue of a video link.
