Whether we like it or not and until and unless the administration of Parliament and the Standing Orders are changed such that we are able to get Statements when they are sought, we are able to get the Government officials to come to the House. Where we are now as a country is a very awkward situation because in a few weeks, we will be starting the new financial year. You will recall that this Bill, in an earlier version, was tabled before this House way back in 2014. The House, in its wisdom, rejected that original version of the Bill. I wish to back the suggestion by one of the Senators in respect to one of the matters before the House earlier on, which is that when we have little time and the matter is not overly controversial, it helps to re-agree in an informal way, so that when we come to the Plenary, assuming we have the numbers, we do not have many speakers because it does not need a lot of time and we are able to pass it quickly.   • 25 May 2017 in Senate: Mr. Speaker, Sir, mine is to commend those who have found it appropriate to bring petitions to the Senate but more particularly the petition by Mr. Mutuku of Makueni. I think the Senate should in future look at that petition and allow or provide for an official window where residents of a county can be able to raise issues of governance and malpractices officially without each one of them having to compile a petition. That way, we can help the Senate to cut a lot of embezzlement of funds and malpractices within the counties. Thank you, Mr. Speaker, Sir. view

What is bothering us is that we have a lot of business which for one reason or another is left undone. It, therefore, gives a very bad image of the Senate. I know that we can be recalled for special sittings and nothing prevents us from sitting for a week or even two weeks in a row, so long as the gazette notice specifies the days and matters to be considered.
