But having agreed that we are all in a learning process and so on, I am just wondering what Standing Order we are breaking, if we said that we are voting for Clause 2 as amended and Clause 3 as amended, especially in situations where we already know that during the debate there was no opposition to it. However, if you see the trend in our country in the last five or ten years, there has been a move, I do not know whether it is by the Government or all of us, to actually kill the technical colleges.   • 25 Apr 2013 in Senate: Mr. Speaker, Sir, I wish to seek guidance from the Chair. There is an invitation I have received from the Commission for the Implementation of the Constitution (CIC). I believe every hon. Senator has received such an invitation for a meeting scheduled sometime in the coming week. Governors have also been invited. Whereas there is nothing wrong with hon. Senators and Governors meeting, but is it in order to get such an invitation from the CIC or other Government body with no reference to the Senate? On behalf of other hon. I would like to tell you that you are doing a very commendable job. Having said that, let me also take this opportunity to thank the people of Ndia for electing me to represent them in this House.   • 25 Apr 2013 in National Assembly: I support the Motion. I will start by saying that the primary duty of NHIF is to facilitate the provision of health services. However, surcharging 500 per cent is punitive and cannot go towards helping the Jubilee Government in achieving the commitment to provide health services to all people by 2020.
