  • 11 Jul 2013 in Senate: Mr. Speaker, Sir, while I respect your ruling and all the views which have been given this far, the fact is, the old sessions which we used to call Question Time are not going to be with us and I do not think the issues which are being raised here are about normal Ordinary Questions or Question Time because that is no The electronic version of the Senate Hansard Report is for information purposes only. • 10 Jul 2013 in Senate: Thank you, Mr. Deputy Speaker Sir, for giving me a chance to say one or two words regarding this very important Motion. Let me start from the outset by saying that I strongly support this Motion. I am not so sure, listening to the Mover of the Motion, how we will go about as a country tackling some of the challenges he raised with regard to the focus of the areas; the arid and semi-arid areas which are also referred to as the pastoralist areas. We could talk about disease free zones and we need to say whether we should ... view

  • 9 Jul 2013 in Senate: Mr. Speaker, Sir, in your ruling on the issues raised by Sen. Khaniri, I thought there was a fundamental issue he raised which you did not address. I think it has come up again and again in this House but it has never been addressed. Here we are about to vote on a matter which affects counties and, therefore, it is a division situation. The way we have known Parliament for many years, where the voting margin involves a certain number, then the House must make sure that it has that quorum before proceeding with the vote. So, I think ... view
  • 3 Jul 2013 in Senate: Mr. Speaker, Sir, thank you for giving me this opportunity to support this very important Motion. As highlighted by the previous speaker, we have the statistics because at least any one of us knows someone who is affected either in the family, close to the family or from a friend’s family who has become a zombie. This is what we are experiencing. Most of our young people get frustrated either because they are not doing so well in education and find solace in drugs and alcohol or because of unemployment. Unemployment is a major contributor to this. That is why ... view
  • 3 Jul 2013 in Senate: Mr. Speaker, Sir, I rise to support this Motion. But I also wish to bring to the attention of the Chair that this Motion is coming a little bit late. As a result, if you look at where we have indicated as “Recess” after Week Six, we actually took recess on the Seventh Week. Whereas I support the Motion, I wish to move an amendment, so that we remove “Week Seven” and make it part of the recess of the 11 days. Thank you, Mr. Speaker, Sir. • 25 Jun 2013 in National Assembly: Thank you very much, hon. Speaker, Sir. I rise to support the Motion. Principal Secretaries are the accounting officers and we are coming to the end of the financial year, starting next week. It is very important that these nominees are in place. So, I am urging my fellow hon. Members that we pass this Motion. view
  • 25 Jun 2013 in National Assembly: Hon. Speaker, having said that, Dr. Eng. Karanja Kibicho has got very good academic records. He has been a Permanent Secretary in the Ministry of Industrialisation and also in the Ministry of Transport. He also happens to be my constituent. He is a fellow engineer and I know that he can do good political engineering in this Ministry of Foreign Affairs. view
  • 25 Jun 2013 in National Assembly: When we come to Ambassador Monica Juma, she has very good academic credentials with a lot of studies in peace and she is going to the Defence portfolio. I think she will be able to advise the generals very well that we need to remain peaceful in this country. view
  • 25 Jun 2013 in National Assembly: When we come to Amani Mabruki, she has very good credentials in Economics and coming to the EAC, we really need to expand the trade within East Africa. Having had experience in the shipping industry, this kind of experience will help us to expand trade in East Africa and especially with Uganda which is one of our major trading partners. view
