  • 29 Apr 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute again on this very important matter. We are discussing a very critical procedure. Mr. Temporary Speaker, Sir, putting (i), (ii) and (iii) under Order No.9 was merely a convenience. Otherwise, these were three independent Bills. There have been some benefits for combining them in the past. Now it looks like that can also be a handicap. Mr. Temporary Speaker, Sir, we already have a problem in this House. I cannot quite recall when the Public Fundraising Bill was initiated. However, like part (ii) we have been dilly-dallying ... view
  • 28 Apr 2015 in Senate: Thank you, Mr. Speaker, Sir. Pursuant to Standing Order No.45(2)(b) of the Senate Standing Orders, I wish to seek a statement from the Chairperson of the Standing Committee on National Security and Foreign Relations regarding the aborted visit to the United States of America by His Excellency, Uhuru Kenyatta, the President of Kenya. In the statement, the Chairperson should state the following: (i) The objectives of the USA visit by His Excellency the President; (ii) indicate the scheduled itinerary of His Excellency the President during the visit; (iii) explain why the flight by His Excellency the President had to abort ... view
  • 28 Apr 2015 in Senate: Mr. Speaker, Sir, I do not think that two weeks are needed because there is no research needed. All the facts are there. In my suggestion, one week should be absolutely maximum. view
  • 9 Apr 2015 in Senate: Thank you, Mr. Temporary Speaker. It is very unfortunate that we came all the way and we end up with only two minutes to make our contributions to this Bill. Nonetheless, I think it is a big day that we have to allocate Kshs291 billion to the counties as opposed to the small amount which went there last year. Having said that, I think we have to address the issue with regard to medical equipment. Whereas I fully support the action by the national Government to provide this equipment, I also support the leasing. I think it is a good ... view

  • 9 Apr 2015 in Senate: It is under Standing Order No.1 where the Chair can rule that it is in order. The other Senators can also speak, but hear me first. We walked out but this amendment was already with the Clerk and had been approved by the Speaker. If there was inadequacy, it was not on the Mover and I would urge that you do the best you can. view
  • 1 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, thank you for giving me the opportunity to contribute to this Motion. The President in his Address, enumerated a lot of progress which has happened in the last two years, among them, the new Standard Gauge Railway (SGR) line, many highways and the amount of power in the country has been enhanced, over and above the cost coming down by 30 per cent. This is very commendable. Also, the per capita income has also gone up from around US$400 to over US$1,000. This is also commendable and shows that the Jubilee Government is doing a good ... view
  • 1 Apr 2015 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker for giving me a chance to contribute to this Motion. Let me first express my thanks to the President for making a very excellent Speech, which will go down in the annals of history as one of the best speeches made by a sitting President in this country. I will dwell on three issues. First and foremost, for any country to develop, it should develop its transport sector. Countries like Korea, China and Singapore have made a lot of economic development because of having developed their transport sector. We have started the ... view
