21 Sep 2021 in National Assembly:
Thank you so much, Hon. Speaker. I rise to present Petition No.39 of 2021 regarding review of abnormal prices of petroleum and petroleum products in the country. On behalf of all Kenyans who are consumers of fuel and other petroleum products across the country, I draw the attention of the House to the following: THAT, the Energy and Petroleum Regulatory Authority (EPRA) and the Ministry of Energy acted excessively and insensitively in the recent historic increment of petroleum prices by between Kshs7 to Kshs12, and failed to safeguard the basic rights of Kenyans by ignoring the dire economic struggle that ...

Therefore, we humbly petition and pray that the National Assembly, through the Departmental Committee on Energy, does the following: (i) Conducts a public inquiry into reasons behind the high increase of petroleum products in Kenya, including Liquefied Petroleum Gas (LPG) that includes the importation process, overhead refinery costs per litre/per barrel, volume of exported crude oil mined locally and amount of revenue collected from the petroleum products; (ii) Urgently reviews the relevant laws to cause a reduction of the retail prices of petroleum and petroleum products, including the Value Added Tax law, the Income Tax law, the Tax Procedures Act ...

Thank you very much, Hon. Speaker, for your Communication. It has guided the House well. But I have a concern where the House and the leadership needs to think through matters and also think outside the box. We might not be able to complete all these Private Members’ Bills. We should see how to amend the Standing Orders so that the Bills do not lapse with the House. This is because some of the Bills brought by Members here are very vital to this country and they can be transmitted to the next Parliament and be committed to be proceeded ...

Thank you very much, Hon. Temporary Deputy Speaker. I want to thank my colleagues for agreeing with the Committee on this Bill which gives a clear guidance on the kind of Kenya we want to be known out there. With these guidelines most embassies will be put on notice that they cannot operate as kangaroo embassies.

I agree with you, Hon. Speaker, but my concern is that the next Parliament should have a mechanism to take up those Bills. Hon. Speaker, for us who were in the last Parliament...

I want to put it very clearly that this Bill addresses most of the gaps that we found in the Foreign Service in the Ministry starting with staffing, conduct of officers, secondment of officers, training and local agreement. More importantly, it also gives power to the missions to do their best in the globe. We realised the biggest gap was the code of conduct of our officers out there. Surely, you are appointed as an ambassador and when you go to a foreign country there are no guidelines. As Parliament we are putting foreign affairs in order so that we ...

Thank you, Hon. Temporary Deputy Speaker. I request to reserve my time because the Report has just been tabled and I am struggling to find it on the software in the Chamber. I would be lying to myself if I spoke on a report which I have not read. If you indulge me, I wish to speak later once I have gone through the entire Report. It is a very serious Report which touches on serious issues of…

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. First and foremost, I want to thank my brother and friend, Hon. Ichung’wah, for bringing this noble Bill, the National Disaster Management Authority Bill, to this House. As you know, in this country, the disaster managers are Members of Parliament (MPs). The moment a disaster happens the first point of call are MPs. It is high time we delinked ourselves from being the disaster managers in this country and gave it an authority which can take care of Kenyans. It is important…
