The only people who come to rescue my people are either the police or the Red Cross. It is high time that we had this authority to make sure that we, as leaders, have a point of call. • 8 Oct 2020 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to contribute to this Bill with some reservations due to some grey areas coming up in the Bill. The first grey area we need to look at is where we are saying that we should create incentives for those who give during Harambee . This country requires resources. I cannot imagine sitting here to reduce collection of taxes from people who make a lot of money and want to give. That is a bad directive. I cannot understand the import of the Committee when it was coming up with Clause 20 of this Bill. It states that elected or nominated Members of Parliament should not participate in fundraising. Surely, we need to be realistic. Fundraising is voluntary. It is not a must. If I feel that I need to go and fundraise in Millie Odhiambo’s constituency, I should be at liberty to do that. We must go down to the constituency level, so that we can regulate the conmanship within the spirit of Harambee .
