  • 19 Jun 2019 in National Assembly: Last but not least, is the issue of corruption. I want to urge all the State organs and Departments which have been given taxpayers’ money to please give us value for it. Corruption will kill this country. It pains when this Parliament sits for long hours to make such a Budget and an officer in a State Department waits for the money to be disbursed to the State Department and then it is diverted. We want to urge all the officers and the agents which deal with corruption to be very thorough this time round, so that we can have ... view
  • 19 Jun 2019 in National Assembly: I want to thank all Members. I know that there were emotions during the budget-making process. They show us how committed we, as Members, are and how we need to give Kenyans value for money. Those are emotions which will take this country further. We need to bring them to the development agenda of this country. We need to unite this country so that we can have peace and prosperity of one nation without fear or favour. view
  • 19 Jun 2019 in National Assembly: I support the Budget. view
  • 12 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to debate and look at the Budget Report. We have a clear responsibility as Parliament to make sure that we do our duties and make sure that the Government and the people of Kenya have a well-balanced Budget. I want to put it very clearly to the Budget and Appropriations Committee that we have looked at the issue of health in the Budget. Look at the Budget Policy recommendation which has been done by the Budget and Appropriations Committee. We in the Departmental Committee on Health have interacted with ... view
  • 12 Jun 2019 in National Assembly: The Budget and Appropriations Committee must respect other Committees’ recommendations because we interacted with the Ministry of Health for a whole week regarding this Budget, but they sat for one hour and made a recommendation while the Committee had already made reallocations. I urge this House and the Budget and Appropriations Committee to relook at the issue of health in this country. The health of Kenyans is suffering and because we allocate money without follow-up, we are not going anywhere. I urge and beg the Budget and Appropriations Committee to relook at the forwarded amendments on these figures, especially on ... view
  • 28 Mar 2019 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. At the outset, I want to thank PAC for the good job done. I want to agree with the Speaker on the relevant section of this report which has been expunged. I want to say clearly to Kenyans, if they are serious, today is one day where a report to rectify and make sure that in 2022 we do not repeat the same mistake is in the House. It is important for Kenyans to know this report does not target anybody. It targets the malpractices which have happened at the IEBC. I ... view
  • 28 Mar 2019 in National Assembly: It is a shame. It is high time - and it is good this Report is coming at least three years before the next election - we asked the Committee on Implementation (COI) of this House to do a favour to Kenyans by picking this Report and start working on it like yesterday once it is adopted. view
  • 28 Mar 2019 in National Assembly: I want to agree that we might be forced to relook at the IEBC Act for a simple reason of ensuring that we give proper framework of legislation to the IEBC to ensure that they do the right things. At times, it is very interesting in this country where you appoint people into office, but the legal mechanisms and the tools to work are very minimal yet you want them to deliver too much. So, I want to agree with the Committee that we need to relook at Section 11(a) of the IEBC Act so that we can clear this ... view
  • 28 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, the National Treasury has a Department of Planning and as I said from the outset, probably we have always gone wrong because we have failed to plan. If we fail, it is because we have failed to plan. The National Treasury and the Auditor- General must do verification of all the pending bills at the IEBC to ensure that the bills are real and audited. They should bring to this House a proposal during the budget making process to make sure that we deal with the pending bills because they might create a problem in future. view
  • 28 Mar 2019 in National Assembly: It is not only the IEBC that has huge debts, pending bills and other bills accumulated from courts. Quite a number of ministries have them. We must deal with them as a country. Accounting officers in the entire Commission are the Secretariat. The Secretariat must have known its requirements and must have come up with their work plan early enough for implementation. The commissioners are to blame. They must act firmly and perform their oversight role. We agree with what the Speaker has ruled today. However, as much as we are looking forward to it, we might revisit the issue ... view
