As the Committee we undertook vetting of these nominees. I want to confirm to the House the Committee was very determined to establish that all necessary laws and requirements as per the Constitution and as per the Act are fulfilled. If a State department does not spend money pending certain conditions to be met, that is the final deal. They should not proceed. During the budget- making process, we, as Members of Parliament, found very grey areas within the State Departments and Government.
