Regarding the Youth Fund, the Minister should come here with a proper plan on how to use those funds. If we are not careful, it might end up like the YK which was there in 1992.   • 1 Aug 2006 in National Assembly: asked the Minister for Education:- (a) if he could inform the House the official position on formation of Boards of Governors and why the process takes too long; and, (b) if he is further aware that Sega Girls' and Moi Uloma Secondary schools have had no Boards for over a year, making it very difficult for the heads of the respective schools to run them. view
  • 1 Aug 2006 in National Assembly: Mr. Speaker, Sir, I would like to inform the Assistant Minister that I am the elected Member for Ugenya Constituency and not Nominated, as he alleged in his main reply. So, could he correct that. However, he says he will appoint a Task Force. Could he tell us when they will finalise the appointment so that any school in the near future should have its Board registered within 21 days? When a school is being run by one person, there is a lot of temptation of "illegality". view

I want to support this Motion because it is very important. The CDF has done a lot in this country. Since this Government came into power, as hon.   • 26 Jul 2006 in National Assembly: It is only 2.5 per cent which comes from the CDF that we use. Those funds have done a very good job in our constituencies. I support the Mover of this Motion. He really fought and had wisdom. Every hon. Member should fully support this Motion because it is very important. Mr. Temporary Deputy Speaker, Sir, we want the request which was made here, to increase the allocation to the Constituencies Development Fund (CDF) from 2.5 per cent 7.5 per cent, to be implemented.   • 20 Jul 2006 in National Assembly: asked the Minister for Health:- (a) whether she could inform the House what happened to the ambulances that she promised to deliver to Ukwala Health Centre and Ambira Sub-district Hospital during the last Session; and, (b) whether she could explain why the ambulance lying at Ukwala Health Centre for the last five years has not been repaired despite her assurance to the House that it would be repaired and that money had been set aside for the purpose. view

I am sorry that I am interrupting my good friend, the old man, but what he is saying is a policy matter which he should have raised in a Cabinet meeting. I do not know why he did not raise those issues there. He is discussing about chiefs and district officers, which he should have raised in a Cabinet meeting. view
