Thank you, Hon. Temporary Deputy Speaker. I wish to take this opportunity to second the Report. Before I do so, I want to say that this Bill is very important. It has drawn a line between what the county governments and the national Government can do. The levels of different---

Thank you, Hon. Deputy Speaker. I also join my colleagues in thanking Hon. Gladys Wanga for bringing this Motion. It is a very important Motion especially for me. In my constituency of Laikipia West, hardly a week passes without my constituents calling upon me to assist in settling bills for cancer patients. I, therefore, think that this is a very important and timely Motion. When I was reading this Motion, I realised that we have 18,000 deaths every year as a result of cancer. In fact, I divided that with 365 days and I realised that 49 people die every ...

Thank you, Hon. Temporary Deputy Speaker. I also want to join other Members in supporting this very important Motion by Hon. Mwaura. I am also a Member of the Catering and Health Club Committee. Sometime back, we were accused in this House of having travelled abroad. In fact, according to some FM radio stations, we had gone there to be taught how to put salt onto food. We felt offended. I travelled to India with the team. One of the things that we wanted to know are the measures which those developed countries take to take care of people living ...

As you know, as a result of the Constitution of Kenya, 2010, we have had several members living with disabilities with us in Parliament; both in the National Assembly and the Senate. We wanted to know how they are taken care of in meetings, dining places and in other places. I would like to correct the notion that we had travelled on very trivial grounds. We had travelled abroad on a very serious mission. When we present our report to the National Assembly, Members will agree with us that we were really on a noble mission.

The other thing which I would like to point out is very important. The National Assembly is putting up a building next to Continental House. I would like to challenge the leadership of this House to make sure that as they progress with the contract, they put mechanisms in place to accommodate the special needs of Members living with disabilities. This would be an opening.

I am very happy about the supermarkets that we have in our country. Whenever you visit a supermarket, you find that they have reserved some parking just next to the entrance for people living with disabilities. I challenge other institutions like banks and other public places to emulate supermarkets. We pity them. Sometimes we go to public gatherings and it rains during the meeting. You will find that even accessing their vehicles to shelter themselves from the rain is a problem. So, we need to challenge the various institutions in this country to consider the special needs of people living ...

Thank you, Hon. Temporary Deputy Speaker. I also take this opportunity to contribute to this Mediation Committee Report. This is one of the wonderful Reports that I have ever gone through. I must declare my interest. I am a veterinary doctor. When I see that the Director of Veterinary Services has been included in this Board, this is a wonderful thing. The Director of Veterinary Services has a very important role in this country. Indeed, there are people who look upon veterinary service as a cadre that is below and not very tough but I want to let them know ...

Thank you, Hon. Temporary Deputy Speaker. I also stand to support this Motion but with amendments. It is a very noble Motion talking about saving lives and we all appreciate it. However, like Hon. Kibunguchy said, we may land into problems because health services are devolved. I am a member of the Departmental Committee on Health and, without anticipating debate, I know the Health Bill is soon coming to this Parliament. It will address some of these challenges. The mistake we made as Kenyans was to devolve health services in a hurry. That is why we are having a lot ...
