  • 1 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I, too, stand to support the Motion on the Address by the President on the state of the nation. This is one Motion which has excited me a lot. The most important bit of it is the leasing of equipment for two hospitals in each county and four referral hospitals. This will go a long way in helping save lives of Kenyans who voted for us. In the constituency I represent, Laikipia West, patients who are in need of dialysis, for example, wake up very early in the morning around 3 a.m. They board ... view

  • 1 Apr 2015 in National Assembly: proceed to Kenyatta National Hospital (KNH) in Nairobi. This is a sick person waking up at around 3 a.m. and arrives at KNH exhausted. Sometimes he or she is told the machines are not working. So, this is a very noble idea and I support it wholly. Last year, I had a case. My sister was suffering from cancer. As a family we joined hands and sent her to India for treatment. We had to part with close to Kshs7.2 million. The Jubilee Government under His Excellency Uhuru Muigai Kenyatta is solving this problem for those who are suffering. I ... view

  • 25 Mar 2015 in National Assembly: Thank you, hon. Speaker. I am preparing to contribute to this Bill, but I wanted some clarification. When you read about the conditional grant, it is to facilitate the leasing of equipment of Kshs4.5 billion. The next line reads that this grant is intended to facilitate the purchase of modern specialised equipment. The first statement is leasing of equipment while the second one is purchase of modern equipment. Which is which? view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also join other hon. Members in supporting this Motion. I also want to thank the hon. Wangamati for bringing this noble Motion to this House. I would also want to thank people from the two counties of Nyeri and Kiambu for having sought audience with the courts and getting this compensation. Were it not for those people, we will not be discussing this Motion today. I would also want to point out that, of late, and especially after the new Constitution, we have started having the The electronic version of the Official Hansard ... view
  • 25 Feb 2015 in National Assembly: tendency of people using the Judiciary to stop very noble ideas. For example, it took two years for those people to be paid this money after the British Government agreed to pay the compensation. That is because some busy-bodies went to court and put injunctions. Those people, as old and sick as they are, have waited for two years to get their compensation. Recently, we have seen people going to court to challenge the noble idea of the Constituencies Development Fund (CDF) and, hence, it being declared illegal. This is the time that busy-bodies should cease using the Judiciary to ... view

  • 18 Feb 2015 in National Assembly: I would also want to add my voice to this very important Motion because of the situation in my constituency. I neighbour hon. Kipchoim’s Constituency because Laikipia West borders Baringo South. As you may remember, there was that ugly incident in Kapedo and the police went there to restore order. The people who were affected decided to run away from that area and sought refuge in my constituency. We welcomed them as we always do, but as for now the situation has gone out of hand. It is two weeks now since I invited the security committee from Senate to ... view
  • 27 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I would also like to join my colleagues and Kenyans to condole the families of the 28 people who were killed in Mandera. I wish to add my voice on this topic. The ratio of police to Kenyans is very low. One police officer is assigned to many Kenyans. It becomes impossible to handle them. One way of solving that problem is to recruit more police officers. This parliament has done its part. It has appropriated funds for that exercise. The Executive arranged recruitment to be done on14th of July. Five months down the ... view
