In September 2011, a fire destroyed homes and Killed over a 100 people in Sinai Slum of Nairobi. Birdi witnessed the appalling sights and the suffering the people underwent touched her deeply and she resolved to do something to help. In parliament Birdi commonly known as Sonia is focused on advocating for the availability of water all over the country because water is life. She also advocates for environmental conservation and is passionate about better infrastructure to improve the working conditions for the people of Makadara.

Hon. Deputy Speaker, this Bill also gives direction on rules of election of students. As has been said before by other Members of Parliament, we are not micro-managing those universities. We are simply putting a guideline in place so that the student leadership can be checked a bit.

When I read what has been happening in one institution where a chairperson is elected more than once, I, sometimes, wonder at the aptitude of that sort of student who has very many people following him. As leaders, we always actually admire when a certain person manages to gather so much support behind him. For someone to have this sort of support, it is actually admirable but, of course, if this admiration is left unchecked, some questions may be left unanswered. I am glad that this Bill also brings that into check.

I would like to mention that I recently attended a function where a local enterprise has opened its doors to students by offering them education abroad in different countries. The Chairman of UNIPASS, an organisation that gives accreditation to such organisations, was present. The Chairman of the government organisation that offers accreditation said that it is equally important to give accreditation to local enterprises like UNIPASS who take students abroad. Recently, I found out, and it is not a joke, that people find it very difficult to get education that is not very expensive as it is in this country. What do we have to do? We have to get our students to institutions that are accredited and give value for money.

In my closing statement, I like this Bill because it provides career guidance programmes for the benefit of not only universities, but also for all the students who want to be somebody. Not everybody knows what they want to be in the future. Sometimes, parents do not have the best guidance to give on career guidance. So, this Bill brings that out.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I rise to salute the Olympic champions who represented our great country. I salute members of their families. They have gone through hardship and have, indeed, sacrificed their time to raise children who are now great people for they represented our country in Rio. If you had a chance to look at the media recently, you probably saw the conditions in which the families of the athletes are living in. It is about time those people who are very deserving got more than a pat on the back.
