be. If any governor was not part of the choir for the ‘handshake’ and BBI was brought to the Senate, then they would be removed. If they were part of the choir and probably the choirmasters like some that we saw, then they would quickly be made as white as snow and nothing would happen to them. The problem with that is that we have seen an era where no governor stands up for even these delayed disbursements. We have not had even one governor, not even the Chair of the Council of Governors (CoG), whom I agree with Sen. ...

would not have this crazy mad rush to be Prime Ministers or Deputy Prime Ministers, but instead strengthen counties. This is so that we would have those strong positions at the county level, as well as strong financed and well-resourced counties. Nobody then would be fighting or killing each other to be at the national level. I support this County Government Cash Disbursement Schedule, but wish to ask that something must be done. Beyond having spoken about the CoG or governors not even speaking out, it is also an indictment on the Senate, as a House that protects devolution. We ...

Thank you, Mr. Speaker, Sir. I rise to contribute to this important Motion that is about my wonderful, beautiful County of Nakuru. I am conflicted, this afternoon, just like my colleagues who have spoken this afternoon. Looking at the bigger picture, Nakuru deserves to be a city just like Nairobi, Kisumu and Mombasa. It has done well so far and nothing should stop it from being a city. However, the current Governor’s actions in attempting to have Nakuru Municipality conferred to a city status are contrary to what a human being or a leader should do. It breaks my heart ...

we will get more tourists. Nakuru should not just cater for the rich people. It should not look at the poor as an eyesore and they should not be removed from town. The street children should not be rounded up and thrown in the forest so as to attain the city status. I will support Nakuru Municipality being conferred to a city status because I know that the Governor will not serve forever. I am hopeful that I will remove him in the next elections and when Nakuru Municipality becomes a city, we will have the matatus in a place ...

Mr. Speaker, Sir, I do not know how we are going to have this sitting properly because there are several Members online who would like to take part in the proceedings, but the system is faulty. The biggest concern that I would like addressed before we proceed is what happened to the pre-existing court order that Sen. (Dr.) Mwaura had served your office. We will bring a copy of the same court order in the Senate Chamber in the next few minutes. I, therefore, ask that we do not proceed, until the issue is determined.
