It is a Bill that is very timely because of the issues that we have seen the farmers of this country face. It aims at helping farmers to manage the post-harvest losses and make profits. It will also help stabilize the food supply as well as ensure sustainability in food security in the country.   • 20 Feb 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to second the Urban Areas and Cities (Amendment) Bill, Senate Bill No. 4 of 2017). As I second the Bill, I would briefly like to add that there is definitely need to amend the existing Bill as the urban areas and cities continue to have an increased population and as the counties continue to settle in and probably need more structures as they set up the areas and as they continue to provide services to the masses. We have a total of 2,543 prison officers. Out of this number, 2,322 are female officers while 221 are male officers. Halake on the position of Kenya on the Hague Convention on the Civil Aspects of International Child Abduction. Allow me to inform this august House that I am aware of the Hague Convention on the Civil Aspects of International Child Abduction on a Multilateral Treaty concluded under the Hague Conference on Private International Law on 25th October, 1980. Therefore, I would seek your indulgence to skip the background that forms part of the answer.
