  • 23 Feb 2021 in Senate: These funds have the potential to have less oversight and transparency as they move rapidly to meet the urgent needs resulting from the pandemic. Mr. Speaker, Sir, already there have been cases of scarcity in essential protection, life-saving equipment, adequate assistance and the provision of vital services. We, as the Senate, must judiciously play our oversight role over these funds. Otherwise, it will affect our ability as a country to respond to and recover from this pandemic. Even worse, it will cripple our ability to respond and facilitate services towards other key sectors such as education, water and agriculture, amongst ... view

  • 17 Dec 2020 in Senate: Mr. Speaker, Sir, I will be very brief. I also agree with my colleagues that given the fact that the affidavit had been filed on time, balancing that with the issue that the opposing counsel would have, in the sense that they would not know who the witnesses would be, they will not be prepared to either cross-examine them or be aware of what they would be coming in here to say. With the affidavits filed on time, then we can say that, that would not be a big issue. In the interest of justice, and given the very serious ... view
  • 17 Dec 2020 in Senate: Thank you, Mr. Speaker, Sir. I also rise to oppose this Motion. Part of the reasons is that I was not convinced that the process that was followed at the County Assembly level as far as the threshold is concerned was followed properly. I think it is important because the way it got here must also be important and considered. view
  • 17 Dec 2020 in Senate: Once they were here and were stating the grounds, I felt that they were very flimsy. When they come here talking to us about impeaching Governor Sonko because he dines to party after party in France, I feel that is not a good enough reason. When Hon. Sonko was elected by over 800,000 voters in Nairobi City County we all knew him to be flamboyant, exuberant, and flashy, for us to now want to pigeon hole him into a suit and tie and expect him to just sit in the corner somewhere and sign off warrants and give kickbacks. If ... view
  • 16 Dec 2020 in Senate: Thank you, Mr. Speaker, Sir. I also rise to give my condolences to the family of our colleague, Sen. (Dr.) Kabaka, the great people of Machakos County, his friends and to all colleagues as well. I actually remember him as a very knowledgeable Senator. Many a times when he would speak to contribute to a Motion or any other business before the House, he really had a good grasp and you could tell that he had done a lot of research on all the subjects that he spoke of. His memory also seemed to be out of this world as ... view
  • 16 Dec 2020 in Senate: Thank You, Mr. Speaker, Sir. It seems a bit disturbing that as much as counsel here want to bring whatever evidence to prove their case, I do not agree that they can bring anything. I believe there should be some procedure or process where maybe we are even able to authenticate what it is they are bringing in. We need some chain of custody to be able to make sure that the voice we are hearing belongs to whoever they are saying it belongs. We do not know all that. I do not think they should be just throw in ... view
  • 16 Dec 2020 in Senate: Thank you, Madam Deputy Speaker. I would also begin first by being very sympathetic to the dilemma that would be facing the witness. I also say that as a woman, there may be issues that she would perhaps feel not very comfortable coming out here to present in the open. However, on the other hand--- view
