  • 9 Mar 2016 in National Assembly: Thank you, Hon. Speaker. The Statement I am presenting before this House is compiled by the clerks as the true copy of what we have been deliberating in our Committee. On 3rd March 2016, we had a meeting at the Media Centre. I was the first person to arrive. After 50 minutes, the sponsor of the Bill had not appeared. Yesterday, we had a meeting in the new lounge. I was the first one to arrive. By the time I left, the sponsor of the Bill had not arrived. I am giving the true picture of exactly what we have ... view

  • 2 Mar 2016 in National Assembly: The current situation on issuance of IDs is a national shame if not a disaster. Three days ago, I was in my constituency and was embarrassed to be informed by my constituents that Kenya Army officers were stopping vehicles on the way, picking out ladies, men and the elderly because they did not have IDs. It is not the mistake of the community that they do not have IDs. On the Moyale-Marsabit Road, there is a whole contingent of Army lorries that are picking up people who do not have IDs. They are being harassed. Many of them have resorted ... view
  • 17 Feb 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I support the Motion. The National Drought Management Authority is very important and I support the work they are doing on the ground. Despite the fact that the NDMA is underfunded, they are supporting some of the drought-prone areas. The areas are exposed to long dry spells for many months, for example, four months, the communities are not able to manage themselves and their animals. In Marsabit and Moyale, for example, we have had long drought seasons and in many cases, you realise that The electronic version of the Official Hansard Report is for information ... view
  • 17 Feb 2016 in National Assembly: even the provision of fuel subsidy is a big problem. Spares for boreholes and shallow wells are a big issue, but the NDMA officers on the ground respond quickly. They have provided water tracking, food, animal and human medicine to save lives. So, I thank the Committee for having had this mediation with the Senate and having agreed that there is urgent need to ensure that we have drought management in the areas that are drought-prone. This particular institution has responded well previously. Last year, were it not for the NDMA which provided about Kshs35 million to save lives in ... view
  • 17 Dec 2015 in National Assembly: Thank you, Hon. Speaker. I support the nomination of Mrs. Lilian Omollo as the Permanent Secretary for Youth and Public Service. I was one of the persons who interviewed and vetted her. We concluded that she is a very knowledgeable person. We realised that Mrs. Lilian Omollo is a real Kenyan. She is married to a Mr. Omollo from Nyanza, she is from Embu, but her mother is from the Kamba community. Therefore, she represents the face of Kenya. I want Hon. Members to appreciate that women are true Kenyans, no matter where they come from. This is because they ... view
  • 17 Dec 2015 in National Assembly: Also being in the Ministry responsible for youth affairs, she has very specific things she wants to do to ensure that the youth are empowered. One of the things that she said, which we really appreciated, is that she will ensure that the youth have sustainable sources of income through implementation of sustainable economic empowerment programmes. When we implement youth projects, many times we repeat things that do not work. Lilian was very clear on what she intends to do. We really appreciate her. view
  • 17 Dec 2015 in National Assembly: With those remarks, I support and ask Hon. Members to also support her. view
