Mr. Deputy Speaker, Sir, the rains that affect River Nyando, is the "sister" of the rains affecting Nyatike through River Gucha from Kisii. When the Assistant Minister is talking about building dykes for the other "sister" of Nyando, why not about River Gucha affecting Nyatike every year? This is very similar and the answer here should have been similar to cover me too. Is he aware that I am being affected every year and I need the dykes that he is now waiting to take to Nyando alone? Is he aware?

On a point of order, Mr. Deputy Speaker, Sir. People are looking for jobs. So many qualified teachers are out there because they cannot get jobs. Here is a qualified teacher who has got a job and has been teaching but he has disappeared for 16 years. Is he alive actually?

On a point of order, Mr. Deputy Speaker, Sir. The hon. Member talked about a particular date next week. This is the hurry! This hurry necessitates the Minister to give us something to talk about earlier than that date. That date is specific. Could the Minister be specific that he will issue a statement here? He should be specific! Can he do it tomorrow afternoon? The Minister is fighting to avoid that date next week. Time factor, Mr. Minister!

Mr. Speaker, Sir, when we are looking for a bad person such as the one we are discussing, we are promised that if we find him, we will be awarded a certain amount of money. Now that we found him for the Americans, how much money did we get? Somebody has been paid!

On a point of order, Mr. Speaker, Sir. Ndhiwa and Nyatike constituencies were once a single constituency. The IFAD-funded project is not there! If he cannot visit Ndhiwa Constituency, let him come to Nyatike Constituency. There is nothing there. Nothing!

Mr. Temporary Deputy Speaker, Sir, the problem is the delay. Teachers in Nyatike, which is a totally arid area, have been waiting for that report for years. I have now heard that my neighbours in Suba and Rachuonyo are also affected. What is causing the delay? Is it the Ministry, Minister or the system?
