We need to establish the rules of the game but that does not necessarily mean that a regulation is itself a law. It is to regulate a particular sector. Why do I say this? Mr. Deputy Speaker, Sir, I am sure you are aware that people have tried to turn this into a personal issue as opposed to an issue that is affecting millions of Kenyans and requires a solution. As the Deputy Prime Minister and Minister for Finance, I do not know whether there has been a Minister for Finance who has engaged committees of this House as much as I have engaged them.
