  • 27 Sep 2023 in National Assembly: Thank you, Mr. Speaker, Sir. I also rise to support this Bill, but with amendments. I am persuaded to do a parallel clause in some instances, especially in Clause 14. As much as this Bill is moving in the right direction to ensure we strengthen the basic health structures that promote indigenous or local-based knowledge harvested from the village level. It is important that we put the right structures in place. As we were trying to reform the agricultural sector, somebody came up with the idea of having an agriculture food authority. Previously we had various boards that were responsible ... view

  • 27 Sep 2023 in National Assembly: who we want to give UHC gets county and region-specific measures that will address ailments that affect their area. Indeed, I commend the Standing Committee on Health and the Government for the political goodwill that it has demonstrated up to now. We must also make sure that we put the right framework in place so that it does not get abused in the process. Mr. Speaker, Sir, so that we do not allow it to happen like it happened when you were a Governor when the national Government decided to buy machinery that the county governments could not operate. They ... view
  • 26 Sep 2023 in National Assembly: Thank you very much, Mr. Speaker, Sir, for giving me the opportunity to contribute to this Bill. Nyeri County is among the 30 counties that have been able to pass a Motion in the county assembly, whereby the resources that are collected within health facilities are retained and reused. Mr. Speaker, Sir, this is a very good Bill. However, we must be very cautious because as it has been said before, it could be misused. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard ... view
  • 26 Sep 2023 in National Assembly: In Nyeri, we have had a good successful story about it. We have an efficient system that ensures that money is reinvested back to the health centres. However, as we pass the Bill, we need to also come up with mechanisms that will ensure a few greedy people do not take advantage of that. Mr. Speaker, Sir, health being one of the devolved functions and the Senate having the role of oversight, we must come up with mechanisms that will ensure we have a way of getting to know how much has been collected, how it has been utilized and ... view
  • 21 Sep 2023 in Senate: Thank you, Mr. Speaker, Sir. I also rise to support the report. Indeed, the Central Bank is a very important institution in any country. We know that of late, we have been facing severe monetary and fiscal issues. We also know that the country needs to put itself on a recovery path faced with the downward trade of economic crisis across the globe, the dilemma of paying by the United States of America (USA) and a changing climate condition that has affected our production of the major earners having come shortly after COVID-19 and four seasons of drought. Mr. Speaker, ... view
  • 21 Sep 2023 in Senate: effort by the Colombian Government, which has done everything possible to win young people to join coffee farming. The option that they were doing before, is known to everybody. It is important that we have the right leadership in this very important institution; as we, in the Kenya Kwanza Government, strive to put this country in the path of economic recovery. We can have the backing-sounding policies. Most important, we can establish an Industrial Development Bank (IDB) as it was in the Industrial and Commercial Development Corporation (ICDC). Establishment of the Enterprise Development Bank (EDB) can support especially the younger ... view
  • 21 Sep 2023 in Senate: As I wind up, I would urge all of us that it is important that we realise that if we have to change the economic fortune of this country, we have to change the narrative of the way we have been doing things. Mr. Speaker, sir, I support. view
  • 19 Sep 2023 in Senate: Thank you, Madam Temporary Speaker. I was just about to correct you, but you realized that I am Sen. Wamatinga. I rise, in support of this Motion. I come from Nyeri County specifically, Mathira Constituency, where we tend to be honest and truthful men. In 2014, exactly one year after the election, we had the same incidents happening in Lamu. Needless to say, the current Governor was the Governor then. It is in our memory that after he was arrested, the matter stopped. I want to join my colleagues to condemn violence being perpetrated in Lamu against one specific community. ... view
