  • 1 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I rise to support the Statement by the Senator for Nandi County. Indeed, in this country, we have failed to embrace and leverage technology to ensure we do things right. The issue of ghost workers has been discussed several in this country. We have been told that many people are finding their way into payrolls and pension schemes, but they are ghost workers. In an age of Information Technology and the internet, this should be a question of pressing a button and knowing who was born when, who died when, and who is employed where. ... view

  • 24 Sep 2024 in Senate: Indeed, we, as the Senate, have the responsibility and obligation to the voters to ensure that we do not only protect devolution, but also promote it. The only way to do so is by ensuring that counties get their allocations on time and that all the functions that are devolved are followed by resources. The recommendations by the Committee on Finance and Budget to reject the reduction of the monies allocated to the counties is not only welcome, but also an important step. While we Senators are trying to ensure that devolution succeeds, we must also ensure that money is ... view
  • 24 Sep 2024 in Senate: I do remember the allocation of Kshs401 billion was historic. A billion past the Kshs400 billion mark. However, as we pass this historic mark, we must also come strongly and put mechanisms in place that ensure that money does not go to waste. It is the role of this House; it is the responsibility of this House, as much as we are denied adequate resources to ensure that we do effective oversight. We must condemn the things that these governors are doing. Today in the morning, I read an article about counties that have blown hundreds of millions of shillings ... view
  • 17 Sep 2024 in Senate: Thank you, Mr. Speaker, Sir. I also rise to support the Statement by Sen. (Prof) Tom Ojienda. Indeed, we must hold the county governments into account for how they spend the revenue that has been raised. I also want to take this opportunity to congratulate all the governors and county governments that made it possible to increase their own source revenue. It is, indeed, high time that we came up with innovative means and mechanisms for raising our own source revenue. I would also want to challenge ourselves as Senators to start defining the empowerment programmes undertaken by various county ... view
  • 17 Sep 2024 in Senate: Maybe it is high time we, as Senators came up with a formula for defining the spirit of public participation. What did our constitution intend to achieve by saying there must be public participation? We must look at the composition. Who must attend? Is it enough to have ten people participate in a public discussion where a decision ought to be made that will affect hundreds of thousands of people? If these 10 people come, what is the composition of these 10 people? We must look at that. We must borrow a leaf from the likes of Sen. (Prof) Tom ... view
  • 17 Sep 2024 in Senate: We must come up with a formula so that the counties that are not endowed with highly literate minds do not suffer at the hands of selfish governors who would go and spin the law so that they can force laws and judgments to be made by the public only for the public to realise later that they end up harming themselves--- view
  • 17 Sep 2024 in Senate: Mr. Speaker, Sir. I will let her inform me privately because I think she will take a little of my time. So that is okay, but it will happen in private. view
  • 17 Sep 2024 in Senate: Thank you, Mr. Speaker, Sir. I know it is important to tap into my colleagues' resources and knowledge, but choosing when to tap into that knowledge is equally important. I will approach her after this. If we want to see the advancement of devolution in our counties, it is important that we look at the things that our people complain about. When we had an impeachment debate in this House, the word empowerment fell several times. I heard from both sides that the people prosecuting their cases here try to say this is empowerment, and the other threshold does not ... view
  • 20 Aug 2024 in Senate: Thank you, Mr. Speaker, Sir. Let me kick off by thanking both committees of the Senate the National Assembly for approving IG nominee, Mr. Kanja. I have had the privilege of knowing Mr. Kanja since I was a young boy and I know his commitment and dedication. His journey in the police force has been quite long. Indeed, with 39 years of experience, having worked in all the terrains in this country and having served in different challenges, indeed, he has what it takes to take the police force to the next level. We have come from an age where ... view
