Mr. Speaker, Sir, it appears that this Ministry does not know the usefulness of bursary to our needy students in the rural areas. How much money has been surrendered to the Ministry of Finance? How much did they request and were denied? Why were they denied this money?

Mr. Deputy Speaker, Sir, the Question is about alleviating poverty in Butula Constituency. People who are poor do not have anything to eat. They do not engage in activities that could generate money. My question is: What plans does the Assistant Ministry have to start industries or farming activities in Butula Constituency to enable the people to engage in income- generating activities?

Mr. Temporary Deputy Chairman, Sir, I am sorry I was not following the discussions because I was preparing for my own Bill which appears later. However, if you said: "Clause 6 be amended as it appears on the Order Paper" and not as it had been moved, then I would say that the whole thing has been done.

I will start with my Seconder, Prof. Wangari Maathai, Mr. Wetangula, Mr. Mutula Kilonzo, Mr. Muturi, Mr. Githae, the Shadow Minister for Exchequer, Mr. Billow Kerrow, and Mr. Serut.
