  • 11 Oct 2012 in National Assembly: Madam Temporary Deputpy Chairlady, I am one of the people who have been victims of by-elections and I know how serious this thing can be. I want to propose a further amendment to the amendment. I wish to propose:- THAT, we delete the entire Regulation 45 and replace it with “the candidate shall sign a self-declaration form which is Schedule I to the Integrity Act.” If I may explain a little bit; we will be having this Integrity Act which will take care of all these things. So, we need to remove the entire Regulation 45. view
  • 9 Oct 2012 in National Assembly: Madam Temporary Deputy Chairlady, while I strongly support this amendment, I am quite concerned that we are talking only of registration officers. I wish that this is extended, so that it includes the returning officers, deputy returning officers and all those officers involved in the election exercise. view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, I also wish to join my colleagues in congratulating our KDF in Somalia for a job well done. I want to know from the Prime Minister, especially taking into account that this is a very expensive exercise that is costing the country a lot, whether, as a nation, we have a timetable on when we are going to recall our troops back. That is because we cannot afford to have our forces there indefinitely. More so, we do not want to be labeled as occupying forces in another country. Do we have a programme for our ... view
  • 2 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 2 be amended in the proposed new subsection (2) by deleting the words “four years” immediately after the words “shall hold office for a term of” and substituting therefor the words “six years”. Mr. Temporary Deputy Chairman, Sir, this Commission has a life comprising of two terms of three years each. So, we do not need to have four years. We can have two terms of three years each making a maximum of six years. view
  • 27 Sep 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I also want to congratulate the Minister for this kind of information that he has given this House. I think it is important that we have our nation organized as opposed to having chaos in this country. However, I wanted to seek a clarification from the Minister. Has he thought of giving security to the people who are in the designated areas? I think it is important that security is offered in these areas when Kenyans demonstrate peacefully in the designated areas. It is important that some of these public areas like Parliament and others ... view
  • 26 Sep 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Bill. Mr. Temporary Deputy Speaker, Sir, this Bill may not be the best, but it is a start. It is important that, as a country, we fight terrorism. It hurts me when, in the name of religion sometimes we want to brand people that maybe because they are Christians, view
  • 26 Sep 2012 in National Assembly: , Muslims or whatever, they are terrorists. This should not be part of our agenda in this country. Our agenda should be to fight terrorism. Terrorism is known to have affected many countries, our country included. It does immense damage in terms of the economy, lives of our people and stability of our country. This concerns the security of a nation and I think it is the responsibility of every Kenyan to ensure that terrorism is fought to the very end. It is important that we all, as a country, strive to eliminate terrorism. Mr. Temporary Deputy Speaker, Sir, I ... view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, it is the responsibility of any government to take care of its people. This incident happened in 1962. We are even lucky that this person is alive today. Can the Assistant Minister tell us, in no uncertain terms, when they are going to settle the issue of payment to this unfortunate Kenyan? view
  • 15 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is amazing that some foreign missions and ambassadors have more right in our country than we have. Could the Assistant Minister assure us that in future ambassadors and foreign missions will strictly follow the rules laid down in diplomatic cycles; that they should always pass through the Ministry of Foreign Affairs rather than meddling in the internal matters of this country? view
  • 15 Aug 2012 in National Assembly: Madam Temporary Deputy Speaker, I wish to support this Motion. It is important for the KPCU to go back to its owners, namely, the farmers of this country. It is important for the Government to support and empower farmers. It should ensure that the farmers are given freedom through the kind of work that they do. As opposed to putting the KPCU and other farmers’ SACCOs or unions under receivership, it is the responsibility of the Government and this House particularly to ensure that we help our farmers to strengthen their organizations, so that they can manage their own affairs. ... view
