  • 18 Dec 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Bill. First of all, I want to thank the hon. Minister, who has been working very hard in her Ministry right from the Bill that she brought in regarding the universities and this one now which is dealing with technical issues. I want to say that a country cannot progress, or move forward, if it does not have technical people to do its work. For this reason, this Bill comes in handy. I think it is extremely important for this House to ... view
  • 18 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir. Even as we create these institutions, it is extremely important that the issue of certification is addressed, so that what we produce in one part of the country is the same as what is produced in other parts of the country. We must also ensure that what comes out of these technical institutions is in conformity with international standards, so that the young people who are trained in our country can compete in the region or internationally. This will ensure that our young people are marketable all over the world. This is a Bill that ... view
  • 28 Nov 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. It is really surprising that the Prime Minister of this country is giving us information that the chiefs were brought here and incited that if party A or B comes to power, it will be against them. I wanted to know whether the Prime Minister is in order to tell this House this information and whether this information is official Government position coming from the Prime Minister. view
  • 28 Nov 2012 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me a chance to contribute to this very worthy Bill. I want to start by thanking Dr. Otichilo for this very well thought Bill which is very necessary for this country. I also want to pay tribute to Wangari Maathai who fought so gallantly to ensure that the effect of climate change and afforestation is heeded in this country. Madam Temporary Deputy Speaker, it is extremely important that, we, as a country, understand what climate change is all about. This country of ours is basically an agricultural country. This will be enable ... view
  • 11 Oct 2012 in National Assembly: Mr. Speaker, Sir, the issue of ID cards has been in the House for too long. We are heading towards the general election. We are going to deny Kenyans the right to vote and this is a very serious matter. Is the Assistant Minister going to put in place measures to ensure that youth in this country, especially those in secondary schools who have attained the age of 18 are registered? Could he put in place measures to ensure that he goes to every secondary view

  • 11 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, I also want to support because this will mean that we are making it possible for every Kenyan who wants to run for elective office to do so as opposed to locking other people who cannot make it out. view

  • 11 Oct 2012 in National Assembly: Madam Temporary Deputpy Chairlady, I am one of the people who have been victims of by-elections and I know how serious this thing can be. I want to propose a further amendment to the amendment. I wish to propose:- THAT, we delete the entire Regulation 45 and replace it with “the candidate shall sign a self-declaration form which is Schedule I to the Integrity Act.” If I may explain a little bit; we will be having this Integrity Act which will take care of all these things. So, we need to remove the entire Regulation 45. view
