Mr. Temporary Deputy Speaker, Sir, thank you for giving me an opportunity to contribute to this very important Motion. First, I just want to commend the Minister for the excellent work that he and his team have been doing in the Ministry, especially in the formation of various bodies all the way to the constituency level that are managing our water systems. Some of the issues that I shall speak about are issues that I have raised in this House many 3306 PARLIAMENTARY DEBATES August 21, 2007 times. Sometimes, it seems that every time we address the issue of water, ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I want to thank Mr. Sungu for moving this Motion. I agree that it is very important. Mr. Temporary Deputy Speaker, Sir, the two words "trade practices" drew my attention to this Motion. I think there is an Act of Parliament that must have been inspired by the desire of a few companies and individuals to be given monopoly in a country where competition was very low. They wanted to have monopoly and price control and, therefore, do trade according to practices that ...

So, you have Kenyans working day and night. The middlemen are then sent to--- I guess those are the first men who benefit from the monopolies of trade practices that make sure that, while they continue to amass a lot of wealth, the farmers, themselves, continue to be extremely poor. Mr. Temporary Deputy Speaker, Sir, how else does one explain that, in a country like this, where 60 per cent of the people are poor--- According to the United Nations, 60 per cent of our people cannot make a dollar a day and yet, in this same country, banks make ...

Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. First of all, I want to congratulate the Minister, and his team, for the excellent work they are doing in trying to provide electricity to the rural areas. Particularly, I want to thank the Minister for prioritising schools or institutions and shopping centres. It is a shame that our people are still poor such that, even when such power is provided, they still find it difficult to pay the Kshs35,000 deposit or so. It is such a wonderful thing to see ...

Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion by Mr. Karaba. I want to congratulate Mr. Karaba for moving this Motion. This is a Motion that most of us are very concerned about. Many of the issues that we are talking about came up when we were even contributing towards the Vote of the Ministry for Education. These are issues that have been mentioned many times in the course of this Parliament. We have emphasised in the past that the most important thing that any Government would want to ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to support this very important Vote of the Ministry of Health. First of all, I would like to commend the Minister and her team for the excellent work that they have been doing in this Ministry. As other hon. Members have said, in almost every constituency, one can see the improvements effected by this Ministry in terms of health centres, availability of drugs, new equipment, immunization and awareness on HIV/AIDS. Mr. Temporary Deputy Speaker, Sir, I am not surprised that the rate of HIV/AIDS infection is coming down. ...

Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute to this Motion. I thank the Minister for the excellent work that his Ministry is doing. Mr. Speaker, Sir, I would like to draw the attention of the House to a subject that I always observe almost every time we discuss this Vote. I appeal to the Minister and the Ministry to pay attention to it. It is about the management of our road reserves. The road reserves in many parts of our country are there. There seems to be a perception that, in fact, road reserves should ...

Mr. Temporary Deputy Speaker, Sir, this time round, we are talking about global warming. We know that the green vegetation on our road reserves absorbs carbon. Cars that travel on the roads contribute towards green house gases. One way the Ministry could mitigate that problem is to allow vegetation on our highways. Vegetation absorbs some of those green house gases. What good do we get when we cut vegetation? Why do we love clear-cut road reserves? I just do not understand that. They look ugly and they expose the soil. I do not want to belabour this point. But I ...

Mr. Temporary Deputy Speaker, Sir, thank you for the opportunity to contribute to this Motion on the Vote of the Ministry of Education. I would like to join my colleagues in congratulating the Minister and all the people who work in his Ministry because they have done such a great job. Mr. Temporary Deputy Speaker, Sir, I, particularly, would like to thank the Ministry for the way bursaries have been provided. I would like to say that although they are not enough, it has been such a relief to parents to know that some students would get a certain amount ...

Mr. Temporary Deputy Speaker, Sir, I want to raise an issue that I have raised here before but I want to emphasize it again because I think that the Ministry really needs to look into it. Going back to the colonial times, the way we were introduced into schools and into the education system, was to instil fear of teachers and authority in us. Until very recently, teachers used that approach to instil what they said was discipline into children by caning them. Now we do not cane but I must say that there is still a lot of fear ...
