In my county of Nyandarua there is a group of IDPs in Ol Jororok. Everything has been tried; Chairman Swazuri has been spoken to; the land is there and the IDPs are there. The Ministry of Land, Housing and Urban Development has said it is only subdivision that remains for more than 10 years now for these IDPs to be resettled. Sometimes it beats logic and you wonder what the mechanical or scientific method of dividing land to settle the squatters is. Thank you very much, Hon. Deputy Speaker. I support this Motion and congratulate the Member for coming up with this brilliant idea. Good management is the key to the success of any institution. We realise that this country has a lot of funds channeled to several institutions be it the Youth Enterprise Fund, the Women Enterprise Fund and Free Primary Education (FPE) Fund, but they are never managed properly. Time and again, head teachers divert their attention because they need their institutions to have a new face or to run smoothly through the National Government Constituencies Development Fund, (NG-CDF), the Members of Parliament or the free primary education funds. The FPE is a basic foundation of literacy levels in our country. The former President, Mwai Kibaki, came up with this great idea because he had realised that in our country, basic education was lacking. As much as it looked simple or cheap, several parents could not afford it. Since the FPE was launched, every child has gone to school. This is a good Motion. If the drafter could have another idea, because I was looking at it possibly being very expensive for every primary school to hire a bursar, we could have a situation where maybe in a division, we hire two or three bursars to manage the funds of the schools in the division. We must also put in mind that the wage bill in this country has been huge and we must be sensitive any time we want to increase it.

Thank you, Hon. Temporary Deputy Chairman. I support the amendment. It is always good to have it clear in law. Once we say “supersede”, the law we are making becomes the principal law. We know that lawyers always try to manipulate court proceedings by citing similar laws but his will be clear.

Duale and the Temporary Deputy Speaker, he can only connect us with the heroes from those areas. During the Mashujaa Day celebrations in Machakos, the President was trying to connect with the people of Machakos. That is why he mentioned Paul Ngei. If the President was in Kisumu, he could have raised the issue of Raila Odinga.
